In order to develop the WHO Global Diabetes Compact with diverse inputs from global diabetes experts and non-state actors, the WHO Department of Noncommunicable Diseases (NCD) convened two meetings: Expert consultation to develop a WHO Global Diabetes Compact, 7–8 October 2020 Stakeholder consultation to develop a WHO Global Diabetes Compact, 14 October 2020 A third workshop was co-convened by the Department for Regulation and Prequalification and the NCD Department: Workshop on Access for Everybody: improving availability and affordability of insulin and associated devices, 21–25 September 2020; a report of this workshop has been published. On 7–8 October 2020, WHO’s NCD Department convened twenty experts in diabetes from around the world, and people living with diabetes including regional advisers to a meeting to seek specific recommendations on the development of the WHO Global Diabetes Compact. Forty global stakeholder organizations, representing NGOs, youth and professional associations, global health partnerships and industry federations, participated in the consultation, selected based on area of expertise. Discussions focused on how stakeholders represented at the meeting could contribute to the goals of the WHO Global Diabetes Compact.

This global status report on prevention and control of NCDs (2014), is framed around the nine voluntary global targets. The report provides data on the current situation, identifying bottlenecks as well as opportunities and priority actions for attaining the targets. The 2010 baseline estimates on NCD mortality and risk factors are provided so that countries can report on progress, starting in 2015. In addition, the report also provides the latest available estimates on NCD mortality (2012) and risk factors, 2010-2012. All ministries of health need to set national NCD targets and lead the development and implementation of policies and interventions to attain them. There is no single pathway to attain NCD targets that fits all countries, as they are at different points in their progress in the prevention and control of NCDs and at different levels of socioeconomic development. This guideline provides updated global, evidence-informed recommendations on the intake of free sugars to reduce the risk of NCDs in adults and children, with a particular focus on the prevention and control of unhealthy weight gain and dental caries. The recommendations in this guideline can be used by policy-makers and programme managers to assess current intake levels of free sugars in their countries relative to a benchmark. They can also be used to develop measures to decrease intake of free sugars, where necessary, through a range of public health interventions. Examples of such interventions and measures that are already being implemented by countries include food and nutrition labelling, consumer education, regulation of marketing of food and non-alcoholic beverages that are high in free sugars, and fiscal policies targeting foods and beverages that are high in free sugars. This guideline should be used in conjunction with other nutrient guidelines and dietary goals, in particular those related to fats and fatty acids (including saturated fatty acids and trans-fatty acids), to guide development of effective public health nutrition policies and programmes to promote a healthy diet.

In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health.
