The report found that Brunei Darussalam has a small relatively open economy whose prosperity is due mainly to its abundant petroleum and natural gas resources. The report considered efforts by the Government to pursue an active industrial policy, in order to encourage economic diversification. Some concerns were expressed that a lack of transparency and accountability within the trade and investment regime might hinder this objective. It was noted that Brunei had ratified the WTO Agreements, and is in the process of incorporating these provisions into its domestic legislation. It was concluded that technical assistance in these areas would be beneficial; and that further liberalisation of the trade regime would assist Brunei in efforts towards economic diversification and integration into the multilateral system.

This report describes economic developments in Brunei Darussalam during the 1990s. During 1994–95, domestic demand picked up strongly mainly owing to the rise in government expenditure. As the government accelerated the implementation of key projects in the Sixth National Development Plan, large community-oriented projects were also implemented. The increase in investment spending and associated consumption boom resulted in a sharp growth in imports and a significant rise in inflation. In the meantime, broad money continued to expand rapidly as substantial funds were brought into the banking system from abroad to finance major development projects.

Context and Recent Developments. Brunei’s high vaccination rates have allowed for the removal of COVID-19 restrictions and reopening of borders; however, reduced oil and gas (O&G) production have undermined the recovery. The financial sector remains liquid and well-capitalized. High fuel prices helped strengthen the fiscal and external positions in 2022. Inflation hit a historical high but has recently declined. The 2023 Article IV consultation took place in the context of a volatile O&G market, and a difficult external environment. Key policy challenges include the narrowing fiscal space, the need to shield the economy against O&G price and output volatility, global decarbonization pressures, and ensuring inter-generational equity. The government is committed to diversifying towards a low-carbon economy.
