This publication takes two earlier works from 1992 and 1993 respectively: an academic thesis on what was at the time called Indian policy and Canada's Indian Act, and a major research study for the Royal Commission on Aboriginal Peoples. Both have been reworked into this new book, Canada's Indian Act: Policy Perspectives from the Years Defined by Oka, Meech Lake and the Royal Commission, which is now somewhat of a time capsule. Chapter I: Perspectives from Academia is a reproduction of a Master's thesis in 1992.When originally prepared, this study represented one of few such studies in Canada that considered the politics and administration issues of Aboriginal governance in Canada. The Indian Act and accompanying administration at the heart of indigenous issues had created a distinct field of policy (and not one subsumed under social policy generally, as was more popularly approached at that time). The study also focused on the legislative and administrative apparatus in Canada vis-à-vis band council administration, notably looking at federal institutions as possible sources of assimilation. Chapter II: Perspectives from Practice is a reproduction of a final report produced collaboratively with the Royal Commission on Aboriginal Peoples. This report explained how the Indian Act both protected, yet stymied, anyone with entrepreneurial drive if that person, or groups of people, were located on-reserve. The report was based on consultations in dozens and dozens of communities across Canada. The report was cited as a key document in the Royal Commission's work, with some suggestions having made their way into the Final Recommendations by the Royal Commission on Aboriginal Peoples. This work took place in an era that featured a broader openness to consider indigenous issues, concerns, politics and possible future steps to better health and prosperity, than had been the case for the previous 15 or 20 years. It was a time during the constitutional negotiations for the Meech Lake Accord, when indigenous issues were initially excluded, and a previously little-know Manitoba MLA, Elijah Harper, stood with his eagle feature in a filibuster in the Manitoba legislature in opposition to the Accord. It was a time many Canadians will remember when the Canadian military and indigenous protestors were featured face-to-face in news photos that garnered attention worldwide. It was also a time that a Royal Commission was announced to look at virtually every aspect of Crown-Indigenous relations in Canada; and that an aperture of broader public interest in, awareness and acceptance of, indigenous concerns was higher than it ever had been.

Gathering Strength is an integrated government-wide plan to address the key challenges facing Canada's Aboriginal people. Following an initial section on reconciliation of historic grievances, this report describes initiatives in the four areas addressed by the action plan: (1) partnerships (all schools received public awareness materials; students and teachers participated in cross-cultural programs; Aboriginal language and culture programs were funded and conducted; federal, provincial, and territorial ministers of Aboriginal affairs and five national Aboriginal organizations met for the first time in 2 years; and national and regional partnership think tanks were conducted); (2) governance (legislation for the Nisga'a Final Agreement was passed; 86 land claims were settled or negotiated; and over 100 professional development projects were completed for Aboriginal administrators); (3) new fiscal relationships (93 percent of First Nations communities completed community accountability and management assessments; a national model was completed for the Canada/First Nations Funding Agreement; the Aboriginal Financial Officers Association awarded its first Certified Aboriginal Financial Manager designations; and Canada, Saskatchewan, and the Federation of Saskatchewan Indian Nations completed exploratory fiscal relations and governance discussions); and (4) community, people, and economies (132 Income Security Reform demonstration projects were conducted in 354 First Nations communities, and numerous First Nations communities participated in initiatives related to community-based housing, water and sewer systems, and policing agreements). A final section describes progress on the Northern Agenda, including creation of Canada's third territory, Nunavut, in 1999, and various agreements related to land claims, self-government, transfer of programs and services, and job creation. This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.
