The fact that more than half of the vacancies filled were filled from within the Department is fui thei evidence of the development of the career service ideal previ ously discussed. Even more significant are the results of a special survey of the filling of vacancies ln the top ranks of the. Department. Of the 532 positions paying $3, 800 a year or more which were filled In the Department ln the last half of 1941, 418, or 78. 57 percent, were promotions of people already in the Department.
