[...] Section 4 Information rights Section 4 establishes the public's information rights and the key access principles of the Act: the public has a right of access to all records in the custody or under the control of public bodies, including the right of individuals to personal information about themselves. [...] Therefore the OIPC argued that the most efficient way to ensure that all requests are treated equally is to guarantee that the identity of the requester remains shielded throughout the process, known only to the branch responsible for making the decision on disclosure and sending the records to the requester.
