The Third Meeting of the Working Group on Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held in Paramaribo, Suriname, 26–27 November 2019. The meeting brought together 25 participants including Working Group members, fisheries officers, fisherfolk representatives, academia, government organizations and FAO. The scope of the Working Group is to provide scientific and management advice for the sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas shelf in the WECAFC Region. The member countries representatives also presented an update on the status and development of their national fisheries management plans, followed by a discussion about the current status and necessary steps to develop a sub-regional EAF management plan for shrimp and groundfish. Additionally, advances in a gender analysis along the small scale fisheries value chain in Guyana, Suriname, and Trinidad and Tobago was presented, as well as an update regarding progress with the development of the subregional Monitoring and Evaluation Framework and Indicators to inform policy making on governance effectiveness. Working Group participants reviewed and discussed the draft regional strategy for bycatch management in the WECAFC Area developed by the REBYC II LAC project. They also discussed the needs and priorities to combat IUU fishing in the Northern Brazil-Guianas-shelf, as well as the need to enhance capacity in stock assessment techniques in the sub-region. A work plan for the intersessional period was agreed upon by the participants. Finally, based on Working Group discussions and the requirements for sustainable management of the shrimp and groundfish resources of the Northern Brazil-Guianas Shelf, a draft recommendation was prepared for consideration by the upcoming 18th session of WECAFC.

The Fourth Meeting of the WECAFC/CRFM/IFREMER Working Group on the Shrimp and Groundfish of the Northern Brazil-Guianas Shelf was held virtually on 18 and 19 November 2020. Among the 39 participants were Working Group Members, national fisheries officers and representatives of government organizations, academia, fishing industry, partner organizations and the FAO. The final draft of the Sub-regional EAF Strategy and Fisheries Management Plan (FMP) for the shrimp and groundfish fisheries of the North Brazil-Guianas Shelf was reviewed. Among the issues discussed were options for the institutional mechanisms, including a technical and a decision-making body, required for implementation of the strategy and FMP. Representatives of Brazil, Guyana, Suriname, and Trinidad and Tobago presented an overview of the current status and outlook of their respective fisheries and national FMPs. While progress has been made toward management of the shrimp and groundfish fisheries, several challenges were encountered and some stocks continued to be overexploited. Results were presented of the pilot application of the Governance Effectiveness Assessment Framework in fisheries, pollution, and habitats and biodiversity on the North Brazil Shelf. The need for improvement in data collection was highlighted. In addition, the key findings of a decent work assessment of the shrimp and groundfish fisheries in Guyana, Suriname, and Trinidad and Tobago as well as at the regional level were discussed and recommendations presented. A major concern is IUU fishing in the context of human and labour rights violations and undocumented migrant workers. An update of the FIRMS inventories indicated that 29 resource fact sheets and 35 fisheries fact sheets for the WECAFC region have been produced for the reporting period 2016–2020. A call was made for Member States to submit fishery inventory updates. The proposed revised structure of the list of main species for WECAFC as well as the preliminary boundary proposals regarding FAO Fishing area 31 were discussed by participants. An update on vessel mapping for the WECAFC-proposed regional classification of fleet segments was presented. This is based on classifying fishing vessels according to the predominant gear used, to match the diversity of artisanal vessels and gear types that exist in the WECAFC region. The proposed modified structure of the interim Data Collection Reference Framework (iDCRF) and data policy were discussed. This review was developed as a project in response to the needs of the Intersessional Working Group of WECAFC in its task of identifying key options and priorities. The review describes a group of selected species that are considered to be important to Member States of the WECAFC. It classifies them into transboundary and straddling/highly migratory stocks and their fisheries and provides information on the state of exploitation of the selected species. The review also considers the ecological connectivity between the high seas and the EEZs of coastal nations. Lastly, it highlights issues that need to be addressed to generate a sound scientific knowledge base in support of the strategic reorientation of the Commission.

The project “Sustainable management of bycatch in Latin America and Caribbean trawl fisheries” was financed by GEF, implemented and executed by FAO. With an overall evaluation rating of Highly Satisfactory, the assessment has identified notable results in strengthening regional collaboration, improving legal frameworks and co-management mechanisms; successful trials of bycatch reduction devices; and building capacity, including of women. The global environment objective (GEO) and the project development objective (PDO) were partially achieved, reflecting the over-ambitiousness of the design. However, the enabling environment created, and the transformational results will contribute towards achievement of these objectives in the long-term. Strategic partnerships and the high level of stakeholder engagement including the private sector contributed to successful delivery. Recommendations include actions to be taken by the project partners and stakeholders to build on the project results to achieve sustainable, long-term impact; thematic areas for follow-up projects; more realistic project objectives and improvement in institutional arrangements and administrative procedures for future projects; sustaining partnerships; enhancing livelihoods and empowerment of women fish workers; and better communication and knowledge management.

The Fisheries and Biological Data Preparation Workshop for the Shrimp and Groundfish Fisheries of the North Brazil Shelf Large Marine Ecosystem (NBSLME) was held in Bridgetown, Barbados 23-25 October, 2018. The meeting brought together 14 participants including fisheries officers, government organizations and FAO. The main objective of the workshop was to provide training on data preparation for stock assessment purposes and fisheries status/trends monitoring, enhance capacities in fisheries data and statistics collection at the national and sub-regional levels, and review status of data collection for the shrimp and groundfish fisheries of the NBSLME. The current state of the Fisheries and Resource Monitoring System (FIRMS) stocks and fisheries inventories for the NBSLME was reviewed and updated with inputs from participants. Ongoing work on the Data Repository and Decision Support System (DSS) for the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) Project and its application in the NBSLME was presented and discussed. A template for recording fisheries and biological data of key species in the NBSLME for stock assessment purposes was reviewed by participants. Furthermore, for each country and fishery, participants reviewed availability of data including, inter alia, time series of landings and fishing effort, length frequencies and socio-economic information. Additionally, a review was made of the biological parameters (e.g. length-weight relationship, growth, maturity) available for key shrimp and groundfish species in the NBSLME and data gaps identified. Information on genetic studies on shrimp and groundfish species in the NBSLME region served as background for discussion on the stock structure

The Workshop on investing in ecosystem-based shrimp and groundfish fisheries management of the Guianas –Brazil shelf, was held in Barbados, from 7 to 8 September 2015. The Workshop was the First meeting of the joint Working Group on Shrimp and Groundfish. The experts attending the workshop discussed three background documents on bioeconomic analysis of the fisheries, the current management arrangements as well as a proposal of investment plan for the shrimp and groundfish fisheries in the sub-region; all three documents are included in this volume.The subregional shrimp and groundfish management and investment recommendations are in line with the outcomes of the CLME+ project on “Catalysing Implementation of the Strategic Action Programme for the Sustainable Management of shared Living Marine Resources in the Caribbean and North Brazil Shelf Large Marine Ecosystems”, and this project will support regional adaptation and implementation of the recommendations in the near future.
