This book examines the effectiveness and consistency of EU democracy promotion in its Eastern neighbourhood between 1991 and 2014. It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

The European Neighbourhood Policy (ENP) was initially intended to create ‘a ring of friends surrounding the Union, from Morocco to Russia and the Black Sea’ (Prodi, 2002). Today, however, the ever-worsening security situation in the region clearly shows that the aim has not been achieved. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions. The authors find that the EU still has a potential role to play in providing regional security, but that this role also risks being increasingly undermined if it does not increasingly take into account the broader geostrategic realities in both regions.

Migration has become a top priority for politicians and policy makers around the world, but most writing on the topic covers only half the issue, wrongly assuming that migration policy equals immigration policy where, in reality, the majority of states care more deeply about emigration and the transnational involvements of emigrants and their descendants in the diaspora. Liberal democratic states have long considered emigration controls off-limits, for fear that they violate individual freedom of exit at the same time as interfering in the domestic affairs of other states. But these norms are changing fast: in the past 25 years, more than half of all United Nations member states have established some form of government department devoted to their people living0in other countries. What explains the rise of these 'diaspora institutions', and how does it relate to the political geographies of decolonisation, regional integration, and global governance since World War II? 0This book addresses these questions, based on quantitative data covering all UN members from 1936-2015, and fieldwork with high-level policy makers across 60 states. The book shows how, in many world regions, the unregulated spread of diaspora institutions is unleashing a wave of 'human geopolitics': a kind of geopolitics involving claims over people rather than territory. It argues for the development of principles to guide the future development of state-diaspora relations in an era of unprecedented global interdependence.
