The first Portuguese Republic stood between 1910 and 1926. A characteristic of the Republican period was the strong civil participation, particularly by the urban population. Freedom of press and of association became constitutional rights and incentivized a powerful and very diversified associative movement in which trade unions and friendly societies stood out in the political spectrum as they promoted popular education and culture. The time-span studied is characterized by Portugals colonial expansion in Africa, an important factor in Portugals involvement in the Great War. As changes in education, in the concept and structure of family and in the status of women linked with the new politics, so emerged a different relationship between State and Church, new avenues for the development of economic activity, an increased focus on better labour conditions, and emigration to Brazil. Miriam Halpern Pereira provides a clear overview of the Republics many achievements and the internal political and wider international limitations resulting in its downfall. An examination of revolutions in the Iberian and Italian peninsulas, Sicily and Greece in the 1820s that reveals a popular constitutional culture in the South After the turbulent years of the Napoleonic Wars and the Congress of Vienna’s attempt to guarantee peace and stability across Europe, a new revolutionary movement emerged in the southern peripheries of the continent. In this groundbreaking study, Maurizio Isabella examines the historical moment in the 1820s when a series of simultaneous uprisings took the quest for constitutional government to Portugal, Spain, the Italian peninsula, Sicily and Greece. Isabella places these events in a broader global revolutionary context and, decentering conventional narratives of the origins of political modernity, reveals the existence of an original popular constitutional culture in southern Europe. Isabella looks at the role played by secret societies, elections, petitions, protests and the experience of war as well as the circulation of information and individuals across seas and borders in politicising new sectors of society. By studying the mobilisation of the army, the clergy, artisans, rural communities and urban populations in favour of or against the revolutions, he shows that the uprisings in the South—although their ultimate fate was determined by the intervention of more powerful foreign countries—enjoyed considerable popular support in ideologically divided societies and led to the introduction of constitutions. Isabella argues that these movements informed the political life of Portugal and Spain for many decades and helped to forge a long-lasting revolutionary tradition in the Italian peninsula. The liberalism that emerged as a popular political force across southern Europe, he contends, was distinct from French and British varieties.

Mediterranean states are often thought to have 'democratised' only in the post-war era, as authoritarian regimes were successively overthrown. On its eastern and southern shores, the process is still contested. Re-imagining Democracy looks back to an earlier era, the late eighteenth and early nineteenth centuries, and argues it was this era when some modern version of 'democracy' in the region first began. By the 1860s, representative regimes had been established throughout southern Europe, and representation was also the subject of experiment and debate in Ottoman territories. Talk of democracy, its merits and limitations, accompanied much of this experimentation - though there was no agreement as to whether or how it could be given stable political form. Re-imagining Democracy assembles experts in the history of the Mediterranean, who have been exploring these themes collaboratively, to compare and contrast experiences in this region, so that they can be set alongside better-known debates and experiments in North Atlantic states. States in the region all experienced some form of subordination to northern 'great powers'. In this context, their inhabitants had to grapple with broader changes in ideas about state and society while struggling to achieve and maintain meaningful self-rule at the level of the polity, and self-respect at the level of culture. Innes and Philip highlight new research and ideas about a region whose experiences during the 'age of revolutions' are at best patchily known and understood, as well as to expand understanding of the complex and variegated history of democracy as an idea and set of practices.

Electoral and parliamentary arenas play a crucial role in the configuration and dynamics of modern polities. This book explores the practices of citizenship and unveils the fabric of representation in the Iberian countries, during a significant period of liberal politics, that is, from its apogee to its collapse (from the 1870s to the 1920s). Part One examines the evolution of electoral norms and behaviour, as well as the recruitment profile of MPs. Portugal and Spain share fundamental features, such as the extensive clientelistic mobilisation of voters, the dissemination of fraud and corruption, the supremacy of governmental parties and the prevalence of the politics of notables. Part Two focuses on Parliament, questioning constitutional models, internal procedures, legislative action and political activity, as well as coetaneous perceptions and images of the institution and its actors as portrayed in novels, newspaper chronicles, cartoons and photographic reports. This book can be read in two different ways: as an introductory synthesis on Modern Portugal, or as a collection of twelve studies focusing on familiar aspects of the State formation of any modern nation throughout the nineteenth and twentieth centuries. In this second reading, each chapter opens comparative perspectives on specific topics within some key fields of studies and international debates on modernity, including population, police, empire, technology, bureaucracy, social sciences, rural life, education, religion, nationalism, communism, and economy. Such a wide range of subjects, however, proves comprehensive enough to create a narrative where the reader may also locate the chief trends and dynamics developing in Portuguese history and society during the last two centuries. From this perspective, Portugal emerges as a country traversed by social conflict and struggling for modernization. Granted, this is not a very surprising picture, especially if we consider it in the historical context of European modernity. And yet, it is precisely this familiarity, one might argue, that allows The Making of Modern Portugal to become a useful tool for inserting the Portuguese case into the debates of a wide range of fields and disciplines in Europe and beyond.
