Social scientists have regularly proclaimed the end of territory under successive waves of modernization, yet it continually re-emerges as a key principle of social, economic, and political organization. Rather than a de-territorialization we are witnessing a rescaling of social life as functional systems, identities, and political expression migrate to new levels. This is not new, but is a recurrent feature of the European state. States have sought to reassert control over these new spaces, while political and social movements have sought to politicize them and open them up to popular influence. The result has been the emergence of the meso-level or region as set of contested spaces, and increasingly as a level of government. Social and economic interests are refracted at these new territorial levels to reshape the policy agenda and create new social alliances and conflicts. Regions have emerged as spaces for public policy, with significant divergences over economic development, welfare policies, public services and environmental issues. Rescaling poses important normative questions about self-determination and social solidarity. These cannot definitively be resolved but are reframed, with new forms of self-government being possible and social solidarity emerging at new levels. Competitive regionalism has become a dominant theme but there is no generalized race to bottom as regions respond to the challenge in multiple ways. Regions are not going to replace the nation-state as they remain loosely-bounded and contested spaces but territory continues to reshape European polities. Drawing on a rich interdisciplinary literature and on original research, the volume provides a fresh and engaging analytical approach to the understanding of territory and power in contemporary Europe.

The book addresses the impact of the European Union (EU) on subnational mobilization in small unitary states. Located at the intersection of contributions from the literatures on multilevel governance and Europeanization, this book offers a new theoretical framework to account for state rescaling processes in small unitary states. By means of a comparative analysis of eight small unitary states in Europe, this book shows that the impact of the EU on subnational mobilization is filtered through domestic mediating factors which can lead to three possible outcomes: decentralization, recentralization or no change. The book offers a balanced combination of analytical clarity and the richness of empirical accounts in a wide diversity of case studies. It sheds a new light on the ‘hybrid nature’ of the European polity and demonstrates that member state governments have remained the most important pieces of the European puzzle. Overall, it arrives at two conclusions: first, that we are witnessing a ‘transformation of the state’ rather than its demise; second, the notion of a ‘Europe of the Regions’ in small unitary states was no more than a ‘damp squib’. The chapters in this book were originally published as a special issue of the journal, Regional & Federal Studies.

This chapter examines how state spaces throughout Europe are facing structural tensions as traditional ethnic nationalism increasingly comes into conflict with urban transformations. It argues that European citizenship is experiencing a unique set of city-regional and techno-political dynamics consisting of: (1) geotechnologics (driven by blockchain), (2) geopolitics (driven by dataism; the ideology of the Big Data's determinism), (3) geoeconomics (driven by populism) and (4) geodemocratics (driven by devolution). Given these tensions and their associated claimed rights, how will nation-states evolve? Will the urban age reconfigure the politics of nation-states through new and emerging citizenship regimes? Specifically, will the EU evolve towards a post-national polity from a platform of established nation-states? Or will the EU head for a city-regionalised federal network of nations determined voluntarily and democratically? The chapter develops the concept of emerging citizenship regimes as a new theoretical framework for thinking about state rescaling by proposing four ideal types of citizenship: algorithmic, liquid, metropolitan and stateless. It challenges the existing interpretation of how current citizenship regimes are transforming the city-regional and techno-political configuration of European nation-states.

Since 1950, devolution reforms have been widespread across Western Europe, leading to constitutional transformation in Belgium, Italy, Spain, and the United Kingdom, as well as the potential for state breakup, as witnessed by independence referendums in Scotland and Catalonia. Over the same period, European integration has transferred power upwards to what is now the European Union. The simultaneous occurrence of these seemingly contradictory trends raises fundamental questions. Is state restructuring a uniform process? Has it been fuelled by European integration and, if so, how? Restructuring the European State uses a comparative analysis to present a systematic investigation of the connections between European integration and state restructuring. Paolo Dardanelli argues that there are two distinct dynamics of state restructuring: “bottom up,” where one or more regions demand self-government; and “top down,” where the central government decides to devolve power. Through quantitative analyses of thirteen key phases of state restructuring in Belgium, Denmark, France, Italy, Spain, and the United Kingdom he shows that European integration has a powerful influence only in bottom up cases. Dardanelli points to a striking paradox of integration, whereby an ethos of Europe growing ever closer to union has become associated with fragmentation, divergence, and increased complexity, rather than a seamless system of multilevel governance. This book focuses on the historical configuration of the territorial borders and functional boundaries of the European nation state. It presents integration as a process of boundary transcendence, redefinition, shift, and change that fundamentally alters the nature of the European states. Its core concern lies in the relationship between the specific institutional design of the new Brussels centre, the boundary redefinitions that result from its political production, and, finally, the consequences of these two elements on established and developing national European political structures. Integration is examined as a new historical phase in the development of Europe, characterized by a powerful trend toward legal, economic, and cultural de-differentiation after the five-century process of differentiation that led to the European system of nation states. Considering the EU as the formation of an enlarged territorial system, this work recovers some of the classic issues of political modernization theory: Is the EU an attempt at state formation? Is it an attempt at centre formation without nation building? Is it a process of centre formation without democratization? This work also seeks to sharpen the conceptual tools currently available to deal with processes of territorial enlargement and unification. It develops a theoretical framework for political structuring beyond the nation state, capable of linking all aspects of EU integration (inter-governmentalism, definition of rights, the 'constitutionalization' of treaties, the tensions between the new territorial hierarchy and the nation states, etc.). The book adopts an 'holistic' approach to integration, in the form of a theory from which hypotheses can be generated (even if it is not possible to test all of its components). This theoretical framework has three principal aims: to overcome a rigid distinction between domestic politics and international relations; to link actors' orientations, interests, and motivations with macro outcomes; and to relate structural profiles with dynamic processes of change.
