This program is the fourth generation of a program originally developed in 1965-1966 at The Hydrologic Engineering Center by Mr. Leo R. Beard. Since the initial version was issued many modifications have been made to increase the capability of the program, and the program has undergone extensive testing. The primary modification incorporated into the version described herein is a complete revision of the input structure. The primary purposes of modifying the input structure were to simplify input preparation and to facilitate changes in input required for sensitivity studies and studies of alternative system configurations. The program simulates the operation of a reservoir system for such conservation purposes as water supply, navigation, recreation, low-flow augmentation and hydroelectric power. While flood control operations can be handled in some respects, a more complete simulation is possible using HEC-5 Reservoir System Operation for Flood Control. The program can accept any configuration of reservoirs, diversions, powerplants and stream control points. Economic values can be computed for meeting selected targets.

This paper overviews the general features of computer program 'HEC-5, Simulation of Flood Control and Conservation Systems', with emphasis on the capabilities of the most recent release of HEC-5, Version 7.2, dated March 1991. HEC-5 can simulate the essential features and operation goals and constraints of simple or complex systems with simulation intervals ranging from minutes to one month. Single event flood analysis and period of record conservation analysis may be accomplished with the model. Flood control analysis includes balanced system operation for downstream damage centers with consideration of forecasted local flows and hydrologic routing. In addition, induced surcharge operation based on spillway gate regulation schedules can be simulated. Hydropower analysis may include run-of-river, peaking, and pumped storage plants as well as system power operation. Water supply simulation can include reservoir and downstream flow requirements in addition to divers ions and return flows. Water Quality analysis can include simulation of temperature, dissolved oxygen, up to three conservative and up to three nonconservative constituents. This program performs a multipurpose routing of flows in a reservoir system for up to twelve periods of uniform or varying length per year based on varying flow requirements at reservoirs, diversions and downstream control points. Power peaking and energy requirements at reservoirs can be accommodated. The program can accept any nonlooping configuration of reservoirs, diversions, power plants and requirements, but does not provide for channel routings (i.e., attenuation of flows in river channels) or percolation losses. It can assign economic values to all outputs and summarize and allocate these in various ways. It can automatically iterate to optimize yield at a specified location. The flexibility of input and output requirements and of computation techniques enable the program to solve relatively simple problems with minimum effort or elaborate complex problems with a relatively high degree of accuracy. The program is intended for use on a variety of computer systems, and for this reason, coding is in FORTRAN IV and adheres as much as possible to operations that are common to FORTRAN software available to practically all large computers.
