India's cities are in the midst of an unprecedented urban expansion. While India is acknowledged as a rising power, poised to emerge into the front rank of global economies, the pace and scale of its urbanisation calls for more effective metropolitan management if that growth is not to be constrained by gathering urban crisis. This book addresses some key issues of governance and management for India's principal urban areas of Mumbai, Kolkata and Hyderabad. As three of the greatest Indian cities, they have evolved in recent decades into large metropolitan regions with complex, overlapping and often haphazard governance arrangements. All three cities exemplify the challenges of urbanisation and serve here as case studies to explore the five dimensions of urban governance in terms of devolution, planning, structures of delivery, urban leadership and civic participation. London, with its recent establishment of a directly elected Mayor, provides a reference point for this analysis, and signifies the extent to which urban leadership has moved to the top of the urban governance agenda. In arguing the case for reform of metropolitan governance, the book demonstrates that it would be too simplistic to imagine that London's institutional structure can be readily transposed on to the very different political and cultural fabric of India's urban life. Confronting India's urban crisis with a comparative analysis that identifies the limits of policy transfer, the book will be particularly valuable to students and scholars of Politics, Governance, and Urban studies.

Cities can only exist because of the highly developed systems which underlie them, ensuring that energy, clean water, etc. are moved efficiently from producer to user, and that waste is removed. The urgent need to make the way that these services are provided more environmentally, socially and economically sustainable means that these systems are in a state of transition; from centralized to decentralized energy; from passive to smart infrastructure; from toll-free to road pricing. Such transitions are widely studied in the context of the influence of service providers, users, and regulators. Until now, however, relatively little attention has been given to the growing role of intermediaries in these systems. These consist of institutions and organizations acting in-between production and consumption, for example; NGOs who develop green energy labelling schemes in collaboration with producers and regulators to guide the user; consultants who advise businesses on how to save resources; and travel agents who match users with providers. Such intermediaries are in a position to shape the direction that technological transitions take, and ultimately the sustainability of urban networks. This book presents the first authoritative collection of research and analysis of the intermediaries that underpin the transitions that are taking place within urban infrastructures, showing how intermediaries emerge, the role that they play in key sectors - including energy, water, waste and building - and what impact they have on the governance of urban socio-technical networks.

The idea of smart cities has become enormously popular during the past decade. Environmental governance is one issue in which smart city ideas seem to hold potential. However, there is an incredible variety in what it means for a city to be ‘smart’. For some, it involves the use of information and communication technology (ICT) to solve problems; for others, it has more to do with economic growth and city branding. Many social science researchers have criticised the idea of smart cities. They worry that it might allow multinational corporations to take control of municipal governance and lead to an undue focus on technological solutions to societal issues. However, only a few previous studies have examined the influence on urban environmental governance in practice. This thesis investigates the influence of smart city ideas on urban environmental governance through a study of Hyllie, a climate-smart city district in Malmö, Sweden. It applies a theoretical perspective based on science and technology studies and the concept of assemblage. It combines participant-observation of inter-organisational meetings, interviews with professionals and document analysis. This thesis contributes a more comprehensive picture of which actors influence the direction of the climate-smart city—beyond the usual suspects of municipal governments and multinational companies. Still, it shows how ICT-based smart city solutions have taken precedence in urban environmental governance at the expense of energy efficiency and renewable energy. För vissa handlar det om tillämpning av informations- och kommunikationsteknik (IKT) för att lösa problem, för andra om ekonomisk tillväxt och marknadsföring av städer. Många samhällsvetenskapliga forskare kritiserar föreställningen om den smarta staden. De bekymrar sig över att multinationella företag tillåts ta makt över miljöstyrning och ett alltför stort fokus på teknologiska lösningar för samhällsfrågor. Få tidigare studier har undersökt påverkan på miljöstyrning i praktiken. Avhandlingen utforskar hur föreställningar om smarta städer påverkar miljöstyrning genom en studie av Hyllie, en klimatsmart stadsdel i Malmö. Den tillämpar ett teoretiskt perspektiv som bygger på teknik- och vetenskapsstudier samt begreppet assemblage. I avhandlingen används deltagande-observation av möten mellan olika organisationer, intervjuer med professionella och dokumentanalys. Urban policy makers and researchers consistently recognize the challenge of more effectively reshaping the linkages between cities, urban infrastructure, ecosystem services, and natural resources. The aim of this article is to consider the potential value of developing connections between two currently disconnected approaches to resource use and cities - material flow analysis (MFA) and transitions analysis (TA). This article attempts to address this deficit and looks critically at resource flows through cities and the infrastructures that have been - or could be - reconfigured to more effectively manage these flows from the perspectives of MFA and TA. This is an issue that has not been addressed, with the result that inadequate attention has been paid to the reconfiguring of urban infrastructures whose construction and maintenance are, in turn, often the largest expenditures at the city government level. Insufficient attention has been given to the fact that the design, construction, and operation of infrastructures (specifically energy, waste, water, sanitation, and transport infrastructures) create a sociotechnical environment that plays an important role in shaping, and potentially reshaping, how resources are procured, used, and disposed of by the city. The challenge, of course, is how such a transition takes place, who leads it and what social and governance processes are best suited to facilitate such city transitions. This article assesses the role of MFA and TA in understanding these resource flows and urban infrastructures, making it possible to begin to tackle this challenge in practical transformative ways.

This book presents pioneering work on a range of innovative practices, experiments, and ideas that are becoming an integral part of urban climate change governance in the 21st century. Theoretically, the book builds on nearly two decades of scholarships identifying the emergence of new urban actors, spaces and political dynamics in response to climate change priorities. However, it further articulates and applies the concepts associated with urban climate change governance by bridging formerly disparate disciplines and approaches. Empirically, the chapters investigate new multi-level urban governance arrangements from around the world, and leverage the insights they provide for both theory and practice. Cities - both as political and material entities - are increasingly playing a critical role in shaping the trajectory and impacts of climate change action. However, their policy, planning, and governance responses to climate change are fraught with tension and contradictions. While on one hand local actors play a central role in designing institutions, infrastructures, and behaviors that drive decarbonization and adaptation to changing climatic conditions, their options and incentives are inextricably enmeshed within broader political and economic processes. Resolving these tensions and contradictions is likely to require innovative and multi-level approaches to governing climate change in the city: new interactions, new political actors, new ways of coordinating and mobilizing resources, and new frameworks and technical capacities for decision making. City-country consolidation builds upon the Progressive tradition of favoring structural reform of local governments. This volume looks at some important issues confronting contemporary efforts to consolidate governments and develops a theoretical approach to understanding both the motivations for pursuing consolidation and the way the rules guiding the process shape the outcome. Individual chapters consider the push for city-county consolidation and the current context in which such decisions are debated, along with several alternatives to city-county consolidation. The transaction costs of city-county consolidation are compared against the costs of municipal annexation, inter-local agreements, and the use of special district governments to achieve the desired consolidation of services. The final chapters compare competing perspectives for and against consolidation and put together some of the pieces of an explanatory theory of local government consolidation.
