Are cultural centers ethnic enclaves of segregation, or safe havens that provide minority students with social support that promotes persistence and retention?Though Black cultural centers boast a 40-year history, there is much misinformation about them and the ethnic counterparts to which they gave rise. Moreover, little is known about their historical roots, current status, and future prospects. The literature has largely ignored the various culture center models, and the role that such centers play in the experiences of college students. This book fills a significant void in the research on ethnic minority cultural centers, offers the historic background to their establishment and development, considers the circumstances that led to their creation, examines the roles they play on campus, explores their impact on retention and campus climate, and provides guidelines for their management in the light of current issues and future directions.In the first part of this volume, the contributors provide perspectives on culture centers from the point of view of various racial/ethnic identity groups, Latina/o, Asian, American Indian, and African American. Part II offers theoretical perspectives that frame the role of culture centers from the point of view of critical race theory, student development theory, and a social justice framework. Part III focuses specifically on administrative and practice-oriented themes, addressing such issues as the relative merits of full- and part-time staff, of race/ethnic specific as opposed to multicultural centers, relations with the outside community, and integration with academic and student affairs to support the mission of the institution. For administrators and student affairs educators who are unfamiliar with these facilities, and want to support an increasingly diverse student body, this book situates such centers within the overall strategy of improving campus climate, and makes the case for sustaining them. Where none as yet exist, this book offers a rationale and blueprint for creating such centers. Diversity has become a key term in contemporary social politics, and is often used as both a description of complex social realities and a normative prescription for how those realities should be valued, influenced by the politics of multiculturalism and by social movements asserting "the right to be different" diversity has emerged as an open, fluid discourse that challenges reductive visions of legitimate identities and human possibilities.It is this apparent acceptance of diversity as a fact and value that this book looks at in several ways, it offers a countervailing assessment of diversity, seeing it less as a unifying social imaginary and more as a cost-free form of politics attuned to the needs of late capitalist, consumer societies.The essays collected here are developed from a research seminar entitled "Diversity, Human Rights and Participation" organised by the Partnership on Youth between the Council of Europe and the European Commission. The studies gathered here are embedded in 10 different national contexts. This is the first text to address British Chinese culture. It explores British Chinese cultural politics in terms of national and international debates on the Chinese diaspora, race, multiculture, identity and belonging, and transnational ‘Chineseness’. Collectively, the essays look at how notions of ‘British Chinese culture’ have been constructed and challenged in the visual arts, theatre and performance, and film, since the mid-1980s. They contest British Chinese invisibility, showing how practice is not only heterogeneous, but is forged through shifting historical and political contexts; continued racialization, the currency of Orientalist stereotypes and the possibility of their subversion; the policies of institutions and their funding strategies; and dynamic relationships with transnationalisms. Intercultural learning is an important topic for the priorities of both the European Commission and the Council of Europe, and of their partnership in the field of youth. Intercultural learning is an educational approach that can lead to social transformation, so that people from different cultural backgrounds can develop positive relations based on the values and principles of human rights and on seeing cultural differences as positive things. It is a form of political and social education that needs to pay attention not only to intercultural relations, but also to different understandings of culture and diversity, power relations, distribution of resources, political and social context, human rights, discrimination, history and daily interactions among different groups. This T-Kit was developed for the context of youth work and non-formal education with young people, both of which support the personal development, social integration and active citizenship of young people. Educators and youth workers have an important role in addressing intercultural learning in their work with young people. They can stimulate young people’s learning in their daily lives, so that they can question and extend their perception, develop competences to interact positively with people from different cultural backgrounds and embrace the values of diversity, equality and dignity. In today’s Europe, these values and skills are fundamental for young people and for society as a whole in order to continue building peace and mutual understanding.

Across the West, something called multiculturalism is in crisis. Regarded as the failed experiment of liberal elites, commentators and politicians compete to denounce its corrosive legacies; parallel communities threatening social cohesion, enemies within cultivated by irresponsible cultural relativism, mediaeval practices subverting national 'ways of life' and universal values. This important new book challenges this familiar narrative of the rise and fall of multiculturalism by challenging the existence of a coherent era of 'multiculturalism' in the first place. The authors argue that what we are witnessing is not so much a rejection of multiculturalism as a projection of neoliberal anxieties onto the social realities of lived multiculture. Nested in an established post-racial consensus, new forms of racism draw powerfully on liberalism and questions of 'values', and unsettle received ideas about racism and the 'far right' in Europe. In combining theory with a reading of recent controversies concerning headscarves, cartoons, minarets and burkas, Lentin and Titley trace a transnational crisis that travels and is made to travel, and where rejecting multiculturalism is central to laundering increasingly acceptable forms of racism.

In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth. Both institutions initiated a partnership agreement with the aim "to promote active European citizenship and civil society by giving impetus to the training of youth leaders and youth workers working within a European dimension". In 2003, additional agreements were signed in the fields of "youth research" and "Euro-Mediterranean youth co-operation". Since 2005, the partnership between the European Commission and the Council of Europe in the field of youth activities has focused on the following topics: European citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the European Commission and the Council of Europe in the field of youth brings together the two institutions' experience in non-formal education, youth policy, youth research and youth work practice. Activities organised within its framework gather representatives of those areas who share their knowledge and experience for the benefit of enhancing evidence-based policy, practice, quality and recognition of youth work and training. Results and other material are made available on the partnership website (http://youth-partnership-eu.coe.int) and in various publications, including the Training Kits (T-Kits). T-Kits are thematic publications written by experienced youth trainers and experts and constitute easy-to-use handbooks for educational activities. All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partner institutions.
