The U.S. Army has seen its missions grow in number and intensity in recent years with the global war on terrorism and the invasion and occupation of Iraq. The resulting levels of stress that have been placed on the Army's active and reserve components have generated public debate about whether the Army's present organization is adequate for the roles that the service is playing now and will play in the foreseeable future. At the same time, the Army has begun an extensive restructuring effort, called modularity, that is designed to significantly alter how the service is organized and how it operates in the field. This Congressional Budget Office (CBO) study - prepared at the request of the House Committee on Armed Services - examines the Army's capability to fight wars, sustain long deployments, and deploy rapidly to overseas operations, as well as its dependence on personnel and units in the reserve component. This study also analyzes eight options for restructuring the Army, each of which would either increase the Army's ability to perform some types of missions or decrease its reliance on the reserve component. The options offer a broad overview of the general types of policy choices and trade-offs that decisionmakers will face when considering the size, structure, and capability of any plan for reorganizing the Army. In keeping with CBO's mandate to provide impartial analysis, this study makes no recommendations.

For some time, the U.S. Army has recognized persistent problems in its extensive system of schools that provide technical and leadership training for the Reserve Components (RC)-the U.S. Army Reserve (USAR) and the Army National Guard (ARNG). To respond to these concerns, the Army (beginning in FY94) initiated a test of a 'prototype' regional school system in the southeastern United States for achieving consolidations and improving training standards, which, among other things, served as a foundation for a longer-term goal-establishing a cohesive and efficient Total Army School System (TASS) of fully accredited and integrated schools to serve all Army components. Given the magnitude of change envisioned for the TASS, RAND's Arroyo Center was asked to independently and objectively assess the operation of the RC school system, including the TASS concept. This documented briefing provides a baseline description of the RC training system in terms of three key assessment areas: (1) training requirements and school production; (2) quality of training; and (3) resources and costs. It also describes how the prototype may affect the range of problems described by the data.

Much debate centers on the CORM recommendation to eliminate forces with low priority tasks or reorganize them to fill force shortfalls in higher priority areas. As an example, the CORM offered that the eight Army National Guard (ARNG) combat divisions could be used to fill Total Army shortfalls in combat support (CS) and combat service support (CSS) requirements. The CORM suggested this would still leave excess combat spaces that should be eliminated from the Active or Reserve Components. This paper examines issues relevant to force structure decisions and supports the CORM in that the ARNG combat divisions should be used to fix the CS/CSS force structure shortfalls. The paper also posits that the remaining ARNG combat divisions are relevant to maintaining an affordable cost-effective Total Army.

Shortly after the events of September 11, 2001, the U.S. Army asked the National Research Council (NRC) for a series of reports on how science and technology could assist the Army meet its Homeland defense obligations. The first report, Science and Technology for Army Homeland Securityâ€"Report 1, presented a survey of a road range of technologies and recommended applying Future Force technologies to homeland security wherever possible. In particular, the report noted that the Army should play a major role in providing emergency command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities and that the technology and architecture needed for homeland security C4ISR was compatible with that of the Army's Future Force. This second report focuses on C4ISR and how it can facilitate the Army's efforts to assist the Department of Homeland Security (DHS) and emergency responders meet a catastrophic event.
