"Lo que hoy llamamos en Occidente democracia es la combinación de tres elementos. El primero es la idea del self government con la participación de todos, cuyo modelo nos brindó la Asamblea del pueblo de Atenas y que puede aplicarse a comunidades muy reducidas, que –a escala de grandes naciones, muy pobladas– no es más que un mito, pero un mito muy arraigado. El segundo elemento es la idea de la salvaguardia de los derechos del individuo que debe ser protegido de los demás individuos y de la presión colectiva: de este modo aparece la misión protectora del gobierno, que es el fundamento de su autoridad, pero esta autoridad puede ser utilizada contra lo que debe salvaguardar, por lo que el individuo necesita garantías contra el gobierno, es decir, protección contra la propia fuerza protectora. El tercer elemento es la idea de representación, históricamente vinculada a la preocupación por el individuo, pero que hoy implica la personificación ficticia de la comunidad. Las principales instituciones occidentales se formaron cuando «algunos» gobernaban a «todo el mundo». En tales condiciones, el deber de estos «algunos» de proteger a «Uno» contra «Otro» estaba claramente definido y se precisaba progresivamente; pero el peligro de que algunos oprimieran a «todo el mundo» era también evidente, por lo que se tomaron medidas contra él. Así, pues, la preocupación por proteger a «cada uno» es el rasgo distintivo de las naciones occidentales; de ella proceden numerosos caracteres que nosotros estimamos como signos de democracia, aunque aparecieran en épocas que consideramos por lo general antidemocráticas, en las que el término «democracia» no gozaba de favor.
