Alberto Fujimori ascended to the presidency of Peru in 1990, boldly promising to remake the country. Ten years later, he hastily sent his resignation from exile in Japan, leaving behind a trail of lies, deceit, and corruption. While piecing together the shards of Fujimori's presidency, prosecutors uncovered a vast criminal conspiracy fueled by political ambition and personal greed. The Fujimori regime managed to maintain a facade of democracy while systematically eviscerating democratic institutions and the rule of law through legal subterfuge, intimidation, and outright bribery. The architect of this strategy was Fujimori's notorious intelligence advisor, Vladimiro Montesinos. With great skill, Fujimori and Montesinos created the appearance of a democratic public sphere but ensured it would work only to suit their personal motives. The press was allowed to operate, but information exchange was under strict control. The more government officials tampered with the free flow of ideas, the more they inadvertently exposed the ills they were trying to cover up. And that proved to be their downfall.Merging penetrating analysis and a journalist's flair for narrative, Catherine Conaghan reveals the thin line between democracy and dictatorship, and shows how public institutions can both empower dictators and bring them down.

"This volume addresses an important aspect in the political life of most societies today: limitations on freedom of expression and the existence of censorship. As a topic for research, study, and reflection-particularly in its comparative dimension-freedom of expression is a somewhat neglected area. The vast majority of studies in this field focus either on a specific aspect of freedom of expression or on a specific country. The current volume, however, assumes that there is much to be gained by studying freedom of expression and censorship practices broadly and comparatively. In a world grown small, global perspective is possible and beneficial, particularly when it is applied to an issue of great relevance for all societies."

Whether the nearly twelve years of military rule in Peru--between October 1968 and July 1980--are labelled a revolution, œso-called revolution, or simply a ‘military dictatorship’, one fact remains inescapable: the reforms and programs of the armed forces during that period profoundly altered Peruvian society. This book examines the social, political, and economic legacies of the military government and identifies major areas of tension that are likely to pose problems for the new civilian government. Following a review of the ideology, socio-economic goals, and political performance of the Institutional Revolution of the Armed Forces, the authors analyze the contemporary political economy of Peru and catalog the political and economic policy alternatives available to the Belaúnde regime in the next few years. They discuss the return to partisan politics in Peru, urban and rural conditions, and the way in which real political power has remained with the military forces, despite their surrender of formal authority. Subsequent chapters outline the IMF-imposed stabilization program, revealing its devastating effects on Lima's urban poor, and summarize recent Peruvian foreign policy. A final chapter draws on the prior discussion to present a critical analysis of the transitionary process from military to civilian rule in Peru.

This is the second of two volumes to bear witness to the Cuban experience. Together with its predecessor, Cuba: Twenty-Five Years of Revolution, it offers a positive account. Yet, it is sensitive to the dilemmas and flawed strategies in Cuba's thirty-year process of transformation. It warns that no preconceived notion of state or of development will help grasp the multifaceted nature of this nation, which reflects aspects of both developed and underdeveloped nations. Seventeen chapters, five of which are from Cuban contributors, thoroughly investigate recent political, economic, and social changes as well as the successes and failures of long-term development policies. Heavy attention is paid to the rectification process launched by Castro in 1986. This volume portrays a Cuba facing the 1990s with a burst of increased vigor in its efforts to secure continued far-reaching transformation. Seventeen chapters describe major changes in the economic realm caught up in the rectification campaign; a slow process of liberalization in the political sphere; and a Cuba that, in social terms, is far better off than any other Latin American country.
