Democracy is often described in two opposite ways, as either wonderfully resilient or dangerously fragile. Both characterizations can be correct, depending on the context. When Democracy Breaks aims to deepen our understanding of what separates democratic resilience from democratic fragility by focusing on the latter. The volume's collaborators--experts in the history and politics of the societies covered in their chapters--explore eleven episodes of democratic breakdown, from ancient Athens to Weimar Germany to present-day Russia, Turkey, and Venezuela. Strikingly, in every case, various forms of democratic erosion long preceded the final democratic breakdown. Although no single causal factor emerges as decisive, linking together all of the episodes, some important commonalities--including extreme political polarization, explicitly anti-democratic political actors, and significant political violence--stand out across the cases. Moreover, the notion of democratic culture, while admittedly difficult to define and even more difficult to measure, may play a role in all of them. Throughout the volume, the contributors show again and again that the written rules of democracy are insufficient to protect against tyranny. While each case of democratic decay is unique, the patterns that emerge shed much light on the continuing struggle to sustain modern democracies and to assess and respond to the threats they face.

In mid-twentieth-century Latin America there was a strong consensus between Left and Right—Communists working under the directives of the Third International, nationalists within the military interested in fostering industrialization, and populists—about the need to break away from the colonial legacies of the past and to escape from the constraints of the international capitalist system. Even though they disagreed about the desired end state, Argentines of all political stripes could agree on the need for economic independence and national sovereignty, which would be brought about through the efforts of a national bourgeoisie. James Brennan and Marcelo Rougier aim to provide a political history of this national bourgeoisie in this book. Deploying an eclectic methodology combining aspects of the “new institutionalism,” the “new economic history,” Marxist political economy, and deep research in numerous, rarely consulted archives into what they dub the “new business history,” the authors offer the first thorough, empirically based history of the national bourgeoisie’s peak association, the Confederación General Económica (CGE), and of the Argentine bourgeoisie’s relationship with the state. They also investigate the relationship of the bourgeoisie to Perón and the Peronist movement by studying the history of one industrial sector, the metalworking industry, and two regional economies—one primarily industrial, Córdoba, and another mostly agrarian, Chaco—with some attention to a third, Tucumán, a cane-cultivating and sugar-refining region sharing some features of both. While spanning three decades, the book concentrates most on the years of Peronist government, 1946–55 and 1973–76.

For generations, influential thinkers--often citing the tragic polarization that took place during Germany's Great Depression--have suspected that people's loyalty to democratic institutions erodes under pressure and that citizens gravitate toward antidemocratic extremes in times of political and economic crisis. But do people really defect from democracy when times get tough? Do ordinary people play a leading role in the collapse of popular government? Based on extensive research, this book overturns the common wisdom. It shows that the German experience was exceptional, that people's affinity for particular political positions are surprisingly stable, and that what is often labeled polarization is the result not of vote switching but of such factors as expansion of the franchise, elite defections, and the mobilization of new voters. Democratic collapses are caused less by changes in popular preferences than by the actions of political elites who polarize themselves and mistake the actions of a few for the preferences of the many. These conclusions are drawn from the study of twenty cases, including every democracy that collapsed in the aftermath of the Russian Revolution in interwar Europe, every South American democracy that fell to the Right after the Cuban Revolution, and three democracies that avoided breakdown despite serious economic and political challenges. Unique in its historical and regional scope, this book offers unsettling but important lessons about civil society and regime change--and about the paths to democratic consolidation today.

During the 1970s and 1980s, many countries with military governments moved to more democratic ones as their citizens uncovered more and more evidence of horrific violations of human rights such as torture and execution. The newly established civilian governments were confronted with the difficult questions of whether military leaders should be prosecuted for their crimes. Often, the threat of military intervention to protect their own hovered in the background. This book focuses on the countries of Argentina, Greece, and South Korea--three countries that have been in this situation--and examines the effects that trying former military leaders have on the transition to democracy. In Argentina, the trials of former military leaders sparked a rebellion by the armed forces. In Greece and South Korea, the trials met with little response from the military.
