En este documento se analiza la política fiscal centroamericana implementada durante los últimos años. En cuanto a la política tributaria, se constata que los estados centroamericanos han tenido que afrontar el peligro de una declinante carga tributaria, fruto de la desgravación arancelaria y de una débil tributación directa que evidencia la guerra de incentivos, en la que ha encontrado sumida la región. El limitado gasto público, condicionado por los reducidos recursos tributarios, y por diversos choques externos, ha tenido un carácter procíclico, y se lo ha ajustado por el lado de la inversión. Finalmente, se destacan como retos pendientes el aumento de la carga tributaria y la implementación de una agenda centroamericana de política fiscal.

This book analyzes the origins and consequences of civil war in Central America. Fabrice Lehoucq argues that the inability of autocracies to reform themselves led to protest and rebellion throughout the twentieth century and that civil war triggered unexpected transitions to non-military rule by the 1990s. He explains how armed conflict led to economic stagnation and why weak states limit democratization - outcomes that unaccountable party systems have done little to change. This book also uses comparisons among Central American cases - both between them and other parts of the developing world - to shed light on core debates in comparative politics and comparative political economy. This book suggests that the most progress has been made in understanding the persistence of inequality and the nature of political market failures, while drawing lessons from the Central American cases to improve explanations of regime change and the outbreak of civil war.

The sizeable increase in income inequality experienced in advanced economies and many parts of the world since the 1990s and the severe consequences of the global economic and financial crisis have brought distributional issues to the top of the policy agenda. The challenge for many governments is to address concerns over rising inequality while simultaneously promoting economic efficiency and more robust economic growth. The book delves into this discussion by analyzing fiscal policy and its link with inequality. Fiscal policy is the government’s most powerful tool for addressing inequality. It affects households ‘consumption directly (through taxes and transfers) and indirectly (via incentives for work and production and the provision of public goods and individual services such as education and health). An important message of the book is that growth and equity are not necessarily at odds; with the appropriate mix of policy instruments and careful policy design, countries can in many cases achieve better distributional outcomes and improve economic efficiency. Country studies (on the Netherlands, China, India, Republic of Congo, and Brazil) demonstrate the diversity of challenges across countries and their differing capacity to use fiscal policy for redistribution. The analysis presented in the book builds on and extends work done at the IMF, and also includes contributions from leading academics.
