Par lettre de mission en date du 7 janvier 1999, le Premier ministre demandait à Dominique Taddei d'étudier les conditions " d'un passage plus progressif de la période d'activité à la période de retraite ", susceptible de " faciliter la transition entre la situation actuelle où les ressources en main d'œuvre continuent à croître et celle qui apparaîtra progressivement vers la fin de la prochaine décennie ", d'autre part, " d'atténuer le caractère brutal de la cessation d'activité qui est souvent mal vécue par les intéressés ". Deux traits fondamentaux caractérisent en effet les comportements individuels de départ en retraite en France. En premier lieu, plus de la moitié des salariés du secteur privé transitent par une période de chômage ou d'inactivité entre leur dernier emploi et leur retraite. En raison notamment du recours important aux préretraites depuis vingt-cinq ans, le taux d'activité après 50 ans est en France l'un des plus faibles des pays membres de l'OCDE. En second lieu, les barèmes actuels de retraite pénalisent excessivement les départs précoces en retraite, et indemnisent insuffisamment la prolongation de l'activité au-delà de l'âge auquel les assurés peuvent prétendre à une retraite complète. C'est pourquoi la plupart des départs en retraite se font à 60 ou 65 ans, alors que les aspirations individuelles sont bien plus diverses. A l'issue d'une analyse des enjeux de la transition de l'activité à la retraite, tant du point de vue des salariés que de celui des entreprises, et d'un examen des expériences étrangères de retraite progressive, Dominique Taddei préconise la création d'une " préretraite choisie et progressive " dans laquelle le salarié, à son initiative, cumulerait avant 60 ans une activité à temps partiel et une allocation financée au moyen de l'extinction des préretraites impliquant une cessation définitive d'activité. Il propose également de rendre plus attractif la retraite progressive qui permet de cumuler après 60 ans une activité à temps partiel et le bénéfice d'une fraction de pension.

Social Security Programs and Retirement around the World represents the second stage of an ongoing research project studying the relationship between social security and labor. In the first volume, Jonathan Gruber and David A. Wise revealed enormous disincentives to continued work at older ages in developed countries. Provisions of many social security programs typically encourage retirement by reducing pay for work, inducing older employees to leave the labor force early and magnifying the financial burden caused by an aging population. At a certain age there is simply no financial benefit to continuing to work. In this volume, the authors turn to a country-by-country analysis of retirement behavior based on micro-data. The result of research compiled by teams in twelve countries, the volume shows an almost uniform correlation between levels of social security incentives and retirement behavior in each country. Population ageing and slower economic growth have raised serious questions about the willingness and ability of governments to maintain current social policies. Within this new reality, discussions on the future of public pensions have been predominant in political debates across Europe. This book explains why certain countries have been able to radically transform their pension system while others have simply altered parameters. To answer this question an extensive comparative analysis, including more than 60 interviews, was conducted in Belgium, France, Sweden and the UK. This empirical data provides an interesting contrast between reforms. Parametric reforms have stemmed from the creation of pension administrations outside the traditional state apparatus in France and Belgium and the resulting inclusion of social partners; while the state administrations of Sweden and the UK where debates have been internalised have led to programmatic reforms. Two controversial findings of this book include an explanation for the lack of influence on the part of the labour movement in the 1994/98 Swedish reform and a rejection of arguments claiming that policy change will be minimal with coalition governments. Finally the conclusion seeks to extend the applicability of the model to other industrialized countries. This book will be of interest to students and scholars of public policy, specifically social policy, political economy, the welfare state and comparative politics.
