This study examines the management of major incidents in Germany. Over the last decade Germany has developed a successful approach to incident response. The study argues that the `transformation of war' (van Creveld) from traditional war to modern low intensity conflicts/ terrorism led to a `transformation of civil defence'. A total quality approach to incident response leads to the development of audit tools for structural, procedural, and outcome quality. The outcomes compare favourably to that of paramedic systems. The study describes the components of the German model (incident command system, resources, structures, ...) in detail. Two case studies (air show disaster, Ramstein 1988; ICE train crash, Eschede 1998) show how these concepts evolved. The book will interest emergency planners and responders alike. It also is a useful guide for armed forces medical staff deploying to Germany.

Helmut Schmidt is the neglected chancellor of modern German history, overshadowed by 'the greats' - Bismarck, Adenauer, Brandt and Kohl. This volume retrieves Schmidt's true significance as a pivotal figure who helped reshape the global order during the crisis-ridden 1970s. This major reinterpretation, based on detailed research in Schmidt's private papers and numerous archives in Europe and America, reveals him as a leader equally skilled in economics and security, and adept at personal diplomacy, who dared to act as a 'double interpreter' between the superpowers during the nadir of the Cold War. Schmidt was no mere 'crisis-manager': in fact he brought to the chancellorship a depth of reflection, evident in two decades of writings and speeches that justifies considering him an intellectual statesman on a par with Henry Kissinger. His achievements were prodigious. Hailed as the 'world economist', Schmidt helped create the G7 forum for global economic governance and the European Monetary System at a time when capitalism seemed on the rocks. And as the 'strategist of balance', he designed NATO's 'dual-track' response to the crisis caused by the massive Soviet arms buildup of Euro-missiles. This decision, Kristina Spohr argues, played a crucial part in holding together the Western alliance and paved the way to defusing the Cold War in Europe. Schmidt brought his country to the top table of world politics - what he unashamedly called Weltpolitik - as an equal of the wartime victor powers. It was through his Chancellorship that West Germany came of age on the global stage.

Jahrestagung, die vom 24. bis 26. September 1980 in den Raumen der Universitat Essen durchgefOhrt wurde, fortgesetzt und weiter verstarkt. Dies zeigt sich allein schon dadurch, daB auf dieser von Ober 400 Teilnehmern besuchten 9. Jahrestagung 135 Vortrage gehalten wurden. Hinzu kamen der Eroffnungs-und der Plenarvortrag, die Hohepunkte der Tagung darstellten und fOr die ein auf nationaler Ebene renommierter Praktiker sowie ein international angesehener Wissenschaftler des Opera tions Research gewonnen werden konnten. Der hiermit vorgelegte Pro ceedings-Band, der erstmals!1" Springer-Verlag erscheint, gibt einen Oberblick Ober das wissenschaftliche Programm dieser 9. Jahrestagung. Bei der Vielzahl der eingegangenen Vortragsanmeldungen konnte - wie auch schon in den beiden Jahren zuvor - durch die Einordnung der Beitrage in 26 Sektionen eine fruchtbare Fachdiskussion zwischen Vertre tern der Hochschule und der Praxis auf den unterschiedlichen Teildiszipli nen des Operations Research ermoglicht werden.
