O relatório preliminar do estudo, Reagrupamento familiar e imigração em Portugal está estruturado em duas partes fundamentais, organizadas em quatro capítulos. Na primeira parte, faz-se um enquadramento do fenómeno do reagrupamento familiar e integração dos imigrantes nas sociedades de acolhimento, a partir das experiências de países com uma tradição migratória mais antiga do que a portuguesa, nomeadamente da União Europeia e dos Estados Unidos da América. Na segunda, apresenta-se uma caracterização genérica da situação do nosso país, a partir da informação disponível nas fontes estatísticas oficiais. Além disso, inclui ainda um anexo com um quadro - síntese comparativo entre as legislações nacionais de alguns países europeus, em matéria de reagrupamento familiar, bem como uma análise comparada da legislação portuguesa com a Directiva comunitária relativa ao direito à reunificação familiar (Directiva 2003/86/CE). Tendo em conta a escassez e as limitações dos dados existentes, na segunda fase da investigação será efectuado um inquérito, por amostragem, aos cidadãos não nacionais da EU, representativo das comunidades mais numerosas ou que, apesar de terem ainda uma expressão ainda relativamente reduzida, apresentam um potencial de crescimento importante. Além disso, para avaliar o potencial de absorção das famílias de imigrantes ao nível regional, serão ainda analisados casos de estudo, em diferentes concelhos do país, com base em entrevistas e focus groups, com imigrantes, instituições religiosas, ONGs e agentes locais relevantes, do sector público e do sector privado.

Over the past fifteen years Portugal has promoted several changes in the access of immigrants to family reunification that were interlinked with a significant progress in terms of integration policies. This report analyses the practice of the law, highlighting the hurdles and challenges that immigrants might face during the family reunification process in Portugal. The contact with immigrants, NGOs representatives, policymakers, lawyers and mediators helped to understand this reality. This study was developed between 2011 and 2013 for the project “Family reunification: a barrier or facilitator of integration?”, co-funded by the European Integration Fund, Directorate B: Immigration and Asylum Unit, DG Home Affairs, of the European Commission.
