Reports of in depth crash studies from Australia, UK, Europe and the USA were reviewed. Successful studies were found to have defined and explicit objectives, a sound statistical design, appropriate analysis, and a substantial report which was related to the objectives of the study. On scene studies gather transient information, and allow development of insight into the crash process; follow up studies are more convenient, but at the cost of lost information. The resources required for each are similar. Apart from a small rural study near Adelaide, there has been no field study of crash performance of vehicles in Australia since 1977. There is a need for a system for continual monitoring of the effects of changes in vehicles and the environment on injuries and the crash process. Considerable effort has been expended particularly over the previous decade in the area of examining pre-crash factors in an attempt at developing appropriate highway safety countermeasures. This report summarizes the review of this field by a select panel of highway safety researchers and includes recommendations for NHTSA-sponsored research in accident causation over the next several years. After attempting to clarify the significance of the “cause” of an accident, the report outlines various approaches to accident causation research and indicates the relevant data needs. The extent and type of exposure information required is addressed. A detailed critique of the major research efforts in this field is provided. This critique centers mainly on the work done by Indiana University, Cornell Aeronautical Laboratory, Inc., Operations Research, Inc., and the University of Miami. Finally, short and long-range recommendations for NHTSA-sponsored research are presented. These include in general utilizing the NASS system to the fullest extent possible. Several specific studies recommended include: examination of data needs; survey of the possible existence of this required data; exploration of various alternative approaches to data collection (e.g. simulation); establishing appropriate quantifiers (e.g., what defines “following too closely”); determining exposure requirements; upgrading the statistical techniques utilized in this field; ascertaining the effectiveness of various countermeasures; and examining alternative information retrieval systems. In addition, several small open-ended research contracts for just plain “thinking about” accident causation methodology were recommended.

Who is an expert and expert evidence are described in detail. Errors that can occur in the investigation process and the tolerances that should be considered or allowed are explained. The manual also discusses the importance of calling upon the skills and advice of occupational specialists, such as reconstructionists, lawyers, traffic engineers, pathologists, medical examiners and others, to assist in the investigation and reconstruction of a crash that will ensure that the objectives of a thorough and complete investigation will be satisfied. Considerable effort has been made in the manual to explain how to identify, interpret and analyze all forms of highway marks and damages that can be used in the reconstruction of a vehicle-related crash. As a guide for investigators, prosecutors and defense attorneys, checkboxes are provided with many of the major topics that can be used as prompters in evaluating the thoroughness of an investigation or for those areas that might or might not need additional coverage at trial or litigation proceedings.
