Since the inception of development economics in the post-World War II period, most of its proponents have prescribed the adoption of western institutions as the path for prosperity – the unequivocal solution for poverty, illiteracy, hunger, inequality, and violence in the world. Seventy years of attempts, or at least the pretense thereof, to reproduce the western model in completely different historical and cultural contexts have proven to be no more than a mirage for most. Faced with this scenario, why do economists insist on the ideas of development, convergence, and emulation of the lifestyle of western countries? Is it possible to disassociate development from multidimensional instability, dependency, subordination, and exploitation? Is the current social, political, ecological, and economic organized destabilization observed in the western countries a model to follow, a desirable end of history? These questions raised earlier by some fellow economists, have become ever more pressing in the present context of generalized instability. The book questions how ethical and professionally responsible it is for economists to continue to undiscerningly prescribe miraculous one-size-fits-all market-oriented models to solve socio-economic problems everywhere. The contributors of this edited volume invite the readers to consider these questions and further similar inquiries in the future. The chapters in this book were originally published as a special issue of the journal Review of Political Economy.

Purity Is a Myth presents new scholarship on Concrete art in Argentina, Brazil, and Uruguay from the 1940s to the 1960s. Originally coined by the Dutch artist Theo van Doesburg in 1930, the term concrete denotes abstract painting with no reference to external reality. Van Doesburg argued that there was nothing more real than a line, color, or plane. Artists such as Willys de Castro, Lygia Clark, Waldemar Cordeiro, Hermelindo Fiaminghi, Judith Lauand, Raúl Lozza, Tomás Maldonado, Hélio Oiticica, and Rhod Rothfuss would reinvent this concept in postwar Latin America. The wave of liberalization that swept world markets in the 1980s and 90s altered the ways that governments manage their economies. Reinventing State Capitalism analyzes the rise of new species of state capitalism in which governments interact with private investors either as majority or minority shareholders in publicly-traded corporations or as financial backers of purely private firms (the so-called “national champions”). Focusing on a detailed quantitative assessment of Brazil’s economic performance from 1976 to 2009, Aldo Musacchio and Sergio Lazzarini examine how these models of state capitalism influence corporate investment and performance. According to one model, the state acts as a majority investor, granting the state-owned enterprise (SOE) financial autonomy and allowing professional management. This form, the authors argue, has reduced many agency problems commonly faced by state ownership. According to another hybrid model, the state uses sovereign wealth funds, holding companies, and development banks to acquire a small share of equity ownership in a corporation, thereby potentially alleviating capital constraints and leveraging latent capabilities. Both models have benefits and costs. Yet neither model has entirely eliminated the temptation of governments to intervene in the operation of natural resource industries and other large strategic enterprises. Nevertheless, the longstanding debate over whether private ownership is superior or inferior to state capitalism has become irrelevant, Musacchio and Lazzarini conclude. Private ownership is now mingled with state capital on a global scale.

The presence of turbulence in multiple areas of our society--food, fuel, and finances-being but three critical areas presently being impacted means that long-held assumptions are no longer true, that the past is not prologue, and that the future is not clear. And enter into this unstable present the discipline of evaluation-a discipline formed and shaped in the past fifty years of stability, little turbulence, and strong assumptions that everything will go according to plan. If things do not go well, it is because of either a poor theory of change on how to bring about positive outcomes, or weak efforts at implementation. It is not because of the stormy present upsetting our quiet past. As it is, conventional evaluation behavior and beliefs are ill suited for these times. The transformational nature of the 'Arab Spring' is just one arena in which it is clear that a business as usual approach to evaluation is entirely inappropriate. The papers in this volume are from the 2011 Global Assembly of the International Development Evaluation Association (IDEAS). Nearly 350 development evaluators from eighty-five countries came together in Amman, Jordan to discuss and analyze the consequences of turbulence on evaluation. The intent of these papers is to systematically assess what changes have come during this time of turbulence and how these changes are impacting the craft of development evaluation. To be clear: this book is not about how to assess the impacts of crises on development and on people's lives. It is about the meaning of a changed world and changed assumptions on the concepts and methods used in evaluation.
