Carefully documented and copiously illustrated, Origins of Modern Town Planning delves into the social origins and history of town planning in nineteenth-century England and France.The touchstone of Benevolo's research is the relationship between town planning and politics. The twofold origin of the planning concept found expression in two schools of nineteenth-century thought: the Utopians—Owen, Saint-Simon, Fourier—and their active vision of the town as a self-sufficient, coherent organism are contrasted with the specialists and officials who endeavored to remedy each urban defect individually by introducing new health regulations and social legislation into already existing towns. Despite the conceptual difference, however, Benevolo points out the shared ideology which inspired all achievements of thought and action—even the purely technical—and establishes its correspondence in spirit up to the time of modern socialism.

Since the earliest years of European colonialism, Latin America has been a region of seemingly intractable inequalities, marked by a stark divide between the haves and the have-nots. This collection illuminates the diverse processes that have combined to produce and reproduce inequalities in Latin America, as well as some of the implications of those processes for North Americans. Anthropologists, cultural critics, historians, and political scientists from North and South America offer new and varied perspectives, building on the sociologist Charles Tilly’s relational framework for understanding enduring inequalities. While one essay is a broad yet nuanced analysis of Latin American inequality and its persistence, another is a fine-grained ethnographic view of everyday life and aspirations among shantytown residents living on the outskirts of Lima. Other essays address topics such as the initial bifurcation of Peru’s healthcare system into one for urban workers and another for the rural poor, the asymmetrical distribution of political information in Brazil, and an evolving Cuban “aesthetics of inequality,” which incorporates hip-hop and other transnational cultural currents. Exploring the dilemmas of Latin American inequalities as they are playing out in the United States, a contributor looks at new immigrant Mexican farmworkers in upstate New York to show how undocumented workers become a vulnerable rural underclass. In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

Drawing on recent ideas in psychology, sociology, and urban history, Sennett shows how the excessively “ordered” community freezes adults—both the fierce young idealists and their security-oriented parents—into rigid attitudes that originate in adolescence and stifle further personal growth. He explains how the accepted ideal of order generates patterns of behavior among the urban middle cases that are stultifying, narrow, and violence-prone. He demonstrates that most city planning has been conducted with the same rigidity, and shows, in specific and human terms, why that approach has not solved and cannot solve our cities problems. The Uses of Disorder is not only a critique of the ways in which the affluent city has failed as a place where the individual—even the affluent individual—can grow. It is also an exploration of new modes of urban organization through which city life can become richer and more life-affirming. The author proposes and projects in concrete terms (including a new use of the police) a functioning city that can incorporate anarchy, diversity, and creative disorder to bring into being adults who can openly respond to and dealt with the challenges of life. Thus, Richard Sennett, more aware of the nature of human nature than most Utopians of the past, sees progress in the creation of new urban relationships that will protect, not stability, but diversity and change. Out of his books, with its free and imaginative insights grounded in a strong sense of present-day realities, emerges the vision of a fully affluent and libertarian society—an arena that will welcome a rich variety of individuals, and accept the conflict that stem from such variety as not merely inevitable but life-giving.
