One of the most remarkable features of the post-Cold War period has been the upsurge of international involvement in questions of ethnic diversity. From the United Nations and the European Court of Human Rights to diverse international philanthropic and advocacy organizations, a wide range of international actors have adopted policies and principles for addressing questions of ethnic rights, identity, and conflict. International Approaches to Governing Ethnic Diversity explores whether and how these international actors contribute to the peaceful and democratic governance of ethnic diversity. It focuses on two broad areas of international work: the evolution of international legal norms regarding the rights of minorities and indigenous peoples, and international approaches to conflict and post-conflict development. The book charts new territory by mapping the range of international actors who affect the governance of ethnic diversity, and exploring their often contradictory roles and impacts. Most international actors come to questions of ethnic diversity indirectly and reluctantly, on the basis of widely varying mandates many of which were established to fulfill other objectives.They naturally therefore have different priorities and perspectives. And yet, the book identifies a striking convergence amongst international actors around discourses of diversity and equality, demonstrating the existence of an epistemic community where actors work within common vocabularies, discourses and principles that attempt to link human rights, pluralism, development and peace.

Tripura in India’s Northeast remains the only region in the world which has sustained a strong left radical political tradition for more than a century, in a context not usually congenial for left politics. Tripura is one of the 29 States in India which has returned the Communist Party of India (Marxist) led Left Front repeatedly to power. By contrast, radical ethnic politics dot the political scenario in the rest of the region. This book examines the roots, nature, governmental performance, and theoretical and policy implications of left radicalism in Tripura. The case of Tripura is placed in comparison with her neighbours in the region, and in some cases with India’s advanced States in governance matters. Based on original archival and the very recent empirical and documentary sources on the subject, the author shows that the Left in Tripura is well-entrenched, and that it has sustained itself compared to other parts of India, despite deeply rooted ethnic tensions between the aboriginal peoples (tribes) and immigrant Bengalis. The book explains how the Left sustains itself in the social and economic contexts of persistent ethnic conflicts, which are, rarely, if ever, punctuated by incipient class conflicts in a predominantly rural society in Tripura. It argues that shorn of the Indian Marxism’s ‘theoretical’ shibboleths, the Left in Tripura, which is part of the Indian Left, has learned to accommodate non-class tribal ethnicity within their own discourse and practices of government. This study demolishes the so-called ‘durable disorder’ hypothesis in the existing knowledge on India’s Northeast. A useful contribution to the study of radical left politics in India in general and state politics in particular, this book will be of interest to researchers of modern Indian history, India’s Northeast, and South Asian Politics.

Since 2008, prominent members of the Lhomwe ethnic group - a large but politically marginalized community in Malawi - have waged an aggressive campaign to revive their lost cultural heritage, including their language, names, foods, and dances. Existing research has linked such processes of “inventing tradition” to the strategic actions of political elites who benefit from mobilizing members of marginalized ethnic communities for political ends. Yet, because existing research has focused primarily on elite incentives, we know less about how such elite-led efforts translate into lasting cultural change and active political support among regular people. The Political Logic of Cultural Revival, through an in-depth study of the Lhomwe revival, argues that political elites invest in such revivals when doing so will bear political returns via increased ethnic visibility. Ethnopolitical leaders benefit from having the identity of their group members easily visible to others, because such visibility ties those individuals' fate to that of the larger group. Elite-led cultural revivals serve as a powerful tool for reifying distinctive group characteristics and incentivizing the adoption of related ethnic markers by (1) engendering demand for cultural distinctiveness by stoking group-based pride and (2) supplying the means to achieve it through explicit cultural instruction. Using a plethora of original data sources, The Political Logic of Cultural Revival provides a deep description of the (re)invention of a lost culture, as well as a general theory about how ethnic visibility is related to the practice of ethnic politics.
