Die meisten Loonies" (Mondkolonisten) sind aus politischen Grunden oder als Kriminelle dorthin deportiert worden oder stammen von solchen Bewohnern ab. Wegen der geringen Schwerkraft durchlauft jeder, der auf dem Mond lebt, nach einigen Monaten eine irreversible physiologische Veranderung und ist anschliessend nicht mehr in der Lage ein gesundes komfortables Leben in einem Gravitationsfeld zu fuhren, das sechs mal so stark ist wie jenes, auf das sich sein Korper eingestellt hat." Obwohl der von der Erde bestellte Protektor der Mondkolonien (er wird allgemein als Warden" = (Ober-)Aufseher" bezeichnet) der oberste Befehlshaber ist, wird in der Praxis wenig Einfluss auf das gesellschaftliche Leben in Luna genommen. Lediglich beim Handel setzt die Regierung fur sich selbst vorteilhafte Festpreise. Nachdem die Deportierten ihre Strafen verbusst haben, werden sie in die Gesellschaft auf dem Mond eingegliedert.
