The history of secret intelligence, like secret intelligence itself, is fraught with difficulties surrounding both the reliability and completeness of the sources, and the motivations behind their release—which can be the product of ongoing propaganda efforts as well as competition among agencies. Indeed, these difficulties lead to the Scylla and Charybdis of overestimating the importance of secret intelligence for foreign policy and statecraft and also underestimating its importance in these same areas—problems that generally beset the actual use of secret intelligence in modern states. But in recent decades, traditional perspectives have given ground and judgments have been revised in light of new evidence. This volume brings together a collection of essays avoiding the traditional pitfalls while carrying out the essential task of analyzing the recent evidence concerning the history of the European state system of the last century. The essays offer an array of insight across countries and across time. Together they highlight the critical importance of the prevailing domestic circumstances—technological, governmental, ideological, cultural, financial—in which intelligence operates. A keen interdisciplinary eye focused on these developments leaves us with a far more complete understanding of secret intelligence in Europe than we've had before.

French experience with armour in Indo-China dated back to 1919, when it sent FT-17s to the colony, followed by a variety of armoured cars. In early modern times, warfare in Europe took on many diverse and overlapping forms. Our modern notions of ‘regular’ and ‘irregular’ warfare, of ‘major war’ and ‘small war’, have their roots in much greater diversity than such binary notions allow for. While insurgencies go back to time immemorial, they have become conceptually fused with ‘small wars’. This is a term first used to denote special operations, often carried out by military companies formed from special ethnic groups and then recruited into larger armies. In its Spanish form, guerrilla, the term ‘small war’ came to stand for an ideologically-motivated insurgency against the state authorities or occupying forces of another power. There is much overlap between the phenomena of irregular warfare in the sense of special operations alongside regular operations, and irregular warfare of insurgents against the regular forces of a state. This book demonstrates how long the two phenomena were in flux and fed on each other, from the raiding operations of the 16th century to the ‘small wars’ or special operations conducted by special units in the 19th century, which existed alongside and could merge with a popular insurgency. This book is based on a special issue of the journal Small Wars & Insurgencies.

In this innovative theoretical book, Elizabeth Kier uses a cultural approach to take issue with the conventional wisdom that military organizations inherently prefer offensive doctrines. Kier argues instead that a military's culture affects its choices between offensive and defensive military doctrines. Drawing on organizational theory, she demonstrates that military organizations differ in their worldview and the proper conduct of their mission. It is this organizational culture that shapes how the military responds to constraints, such as terms of conscription set by civilian policymakers. In richly detailed case studies, Kier examines doctrinal developments in France and Great Britain during the interwar period. She tests her cultural argument against the two most powerful alternative explanations and illustrates that neither the functional needs of military organizations nor the structural demands of the international system can explain doctrinal choice. She also reveals as a myth the argument that the lessons of World War I explain the defensive doctrines in World War II. Imagining War addresses two important debates.
