In the aftermath of an armed conflict in Africa, the international community both produces and demands from local partners a variety of blueprints for reconstructing state and society. The aim is to re-formalize the state after what is viewed as a period of fragmentation. In reality, African economies and polities are very much informal in character, with informal actors, including so-called Big Men, often using their positions in the formal structure as a means to reach their own goals. Through a variety of in-depth case studies, including the DRC, Sierra Leone and Liberia, this comprehensive volume shows how important informal political and economic networks are in many of the continent’s conflict areas. Moreover, it demonstrates that without a proper understanding of the impact of these networks, attempts to formalize African states, particularly those emerging from wars, will be in vain.

Protected from slavers by the heavy surf and lack of harbours, the Cote d'Ivoire became a French colony in 1893. The cultivation of cocoa and coffee was introduced and today the country is one of the world's largest producers. In recent years the Cote d'Ivoire has become one of the most stable, and until the 1980s, one of the most prosperous countries in sub-Saharan Africa. President Houphouet-Boigny took power on independence in 1960 and retained it until his death in 1993, in spite of challenges to his authority. After independence, the President retained close links with France and the economy grew rapidly until the fall in cocoa and coffee prices. Since 1982, drought and rising government expenditure have resulted in debt crisis and austerity measures.

At a time when Côte d’Ivoire was experiencing a military-political crisis and was split in two (2002), the Coupé-Décalé appeared as a real innovation in the Ivorian musical universe. It caused a “sensation” with cultural practices, a dress code, choreographic concepts and musical forms that were atypical of the time. While pre-existing genres, such as Reggae, Hip Hop and Zuglou, are positioned as “committed” music, Coupé-Décalé, on the other hand, is in a completely different register: that of bringing joy, setting the mood, forgetting the sad reality of this difficult period. Nearly two decades later, the Coupé-Décalé continues to enjoy great popularity among a community of fans who are sensitive to the ideology promoted and the social practices that derive from it. This study develops a reflection on the Coupé-Décalé, a form of cultural mediation that consolidates a subcultural identity. It aims first to show the pictorial and imagined representations of the youth subculture through musical content, then to examine the actors, practices and interactions that lead to the development of the musical work, and finally, to demonstrate how the public and the producers, through the reception of the music and the identification with the Coupé-Décalé, constitute a subculture. In short, the Coupé-Décalé is a subcultural identity. It specifies a new relationship to politics, to social norms and, above all, a quest for pleasure, endangerment and amusement. Au moment où la Côte d’Ivoire connaît une crise militaro-politique et est coupée en deux (2002), le Coupé- Décalé apparaît comme une véritable innovation dans l’univers musical ivoirien. Il fait “ sensation” avec des pratiques culturelles, un code vestimentaire, des concepts chorégraphiques et des formes musicales atypiques à l’époque. Pendant que les genres préexistants notamment le Reggae, le Hip Hop et le Zouglou se positionnent comme des musiques “engagées”, le Coupé-Décalé, quant à lui, s’inscrit dans un tout autre registre : celui d’apporter de la joie, de mettre de l’ambiance, d’oublier la triste réalité de cette période difficile. Près de deux décennies plus tard, le Coupé-Décalé continue de jouir d’une grande popularité auprès d’une communauté de fans sensibles à l’idéologie promue et aux pratiques sociales qui en découlent. Cette étude développe une réflexion sur le Coupé-Décalé, une forme de médiation culturelle qui consolide une identité sous-culturelle. Elle veut d’abord montrer les représentations imagées et imaginées de la sous- culture jeune à travers les contenus musicaux, ensuite examiner les acteurs, pratiques et interactions qui conduisent à l’élaboration de l’œuvre musicale, et enfin, démontrer en quoi le public et les producteurs, à travers la réception de la musique et l’identification au Coupé-Décalé, constituent une sous-culture. En définitive, le Coupé-Décalé constitue une identité sous-culturelle. Il précise un nouveau rapport au politique, aux normes sociales et surtout une quête vers le plaisir, l’enjaillement et l’amusement.

The affirmation of cultural identity developed during the colonial and postcolonial years which has been the topic of bitter debates, is the root cause of the Ivorian crisis. However, is Ivoirity not a political maneuver or should it be viewed as the expression of liberal nationalism? This book traces the concept from its origins, explicates the conditions and context of the creation of a cultural nationalism which, progressively, has charted the course of an ethnic nationalism. The phenomenon of Ivoirity is inscribed in an already old historicity which feeds on cultural claims and affirmations. It seems to be a logical consequence of the policies of ivorisation of employment and capital initiated in the 1970s. There was a real consensus on the question of Ivoirity among the stake holders between 1960 and 2010. Their different managements of the citizenship questions and largely that of identity as well as the various "Trends" of Ivoirity are evidence. The narrative of Ivoirity is a response given by leaders who lack political imagination to resolve the political problems and challenges posed by multiform crises facing the country. As such, what could be the symbolic effects - the effectiveness and efficiency - of Ivoirity on the youths and the Media in a broader sense and even to Ivorian postcolonial politics in Côte d'Ivoire? This book also adopts a bottom-up approach with particular attention paid to the role of youths in media outlets, popular songs, street discussion forums created by youths (agoras, parliaments, and grins). The ties between youths and Ivoirity can be researched through such social phenomena. Through this, the book explores aspects of the Ivorian crises and inevitably, the 2010 Presidential elections and the stakes of the crises that followed.

Cet ouvrage pose d’abord un regard critique sur les travaux menés par l’auteur de 1994 à 2013 dans trois domaines de la communication et des changements sociétaux : 1) communication médiatisée dans les politiques de santé, 2) usages et appropriations d’internet et des TIC et 3) médias, politique et espaces publics dans une société en crise. En toile de fond de ces travaux de recherche se trouve la Côte d’Ivoire urbaine (Abidjan notamment), société encore « anthropologisée » (Balandier), société en mouvement, lieu concret de changements, de contrastes, de crise multiforme où se joue la vie quotidienne et où se lisent les contradictions de la modernité. Ensuite, à partir d’une conception large de la communication, il propose une réflexion critique sur la pratique de l’enseignement et de la recherche en sciences de la communication en Côte d’Ivoire. En effet, la communication avec l’Autre, s’inscrivant nécessairement dans un rapport politique (lato sensu), se traduit inévitablement dans les « anthropo-logiques » à l’œuvre dans toute société. Il s’agit alors de s’engager dans des terrains de recherche plus ancrés dans l’anthropologie communicationnelle afin de rendre compte de la luxuriance des changements sociaux et de la labilité du social postcolonial. Une anthropologie de la communication, ambitieuse mais circonspecte, audacieuse mais pondérée, loin de tout mimétisme naïf, devrait contribuer au développement des Sciences de l’information et de la communication ivoiriennes en les centrant sur la construction d’objets authentiques
