Twenty-five years before he made the will whose provisions were the subject of Lord Rosebery's speech, Rhodes when he was a mere boy drew up a will in his own hand-writing which opens with these words: 'I contend that the British race is the finest that history has yet produced.' And in this belief - in the belief that it would be good for the world for the 'finest race' to dominate it - he worked during all bis life.
