The literature of Africa is dominated by accounts of crisis and gloom. But Thomas Bassett, a distinguished American geographer well known in the field of development, tells an unusual story of the growth of the cotton economy of West Africa. One of the few long-running success stories in African development, change was brought about by tens of thousands of small-scale peasant farmers. While the introduction of new strains of cotton in French West Africa was in part a result of agronomic research by French scientists, supported by an unusually efficient marketing structure, this is not a case of triumphant top-down 'planification'. Employing the case of Côte d'Ivoire, Professor Bassett shows agricultural intensification to result from the cumulative effect of decades of incremental changes in farming techniques and social organization. A significant contribution to the literature, the book demonstrates the need to consider the local and temporal dimensions of agricultural innovations. Throughout the 1960s and 1970s, Ivory Coast was touted as an African miracle, a poster child for modernization and the ways that Western aid and multinational corporations would develop the continent. At the same time, Marxist scholars—most notably Samir Amin—described the capitalist activity in Ivory Coast as empty, unsustainable, and incapable of bringing real change to the lives of ordinary people. To some extent, Amin’s criticisms were validated when, in the 1980s, the Ivorian economy collapsed. In African Miracle, African Mirage, Abou B. Bamba incorporates economics, political science, and history to craft a bold, transnational study of the development practices and intersecting colonial cultures that continue to shape Ivory Coast today. He considers French, American, and Ivorian development discourses in examining the roles of hydroelectric projects and the sugar, coffee, and cocoa industries in the country’s boom and bust. In so doing, he brings the agency of Ivorians themselves to the fore in a way not often seen in histories of development. Ultimately, he concludes that the “maldevelopment” evident by the mid-1970s had less to do with the Ivory Coast’s “insufficiently modern” citizens than with the conflicting missions of French and American interests within the context of an ever-globalizing world.

Protected from slavers by the heavy surf and lack of harbours, the Cote d'Ivoire became a French colony in 1893. The cultivation of cocoa and coffee was introduced and today the country is one of the world's largest producers. In recent years the Cote d'Ivoire has become one of the most stable, and until the 1980s, one of the most prosperous countries in sub-Saharan Africa. President Houphouet-Boigny took power on independence in 1960 and retained it until his death in 1993, in spite of challenges to his authority. After independence, the President retained close links with France and the economy grew rapidly until the fall in cocoa and coffee prices. Since 1982, drought and rising government expenditure have resulted in debt crisis and austerity measures.

In sub-Saharan Africa, property relationships around land and access to natural resources vary across localities, districts and farming regions. These differences produce patterned variations in relationships between individuals, communities and the state. This book captures these patterns in an analysis of structure and variation in rural land tenure regimes. In most farming areas, state authority is deeply embedded in land regimes, drawing farmers, ethnic insiders and outsiders, lineages, villages and communities into direct and indirect relationships with political authorities at different levels of the state apparatus. The analysis shows how property institutions - institutions that define political authority and hierarchy around land - shape dynamics of great interest to scholars of politics, including the dynamics of land-related competition and conflict, territorial conflict, patron-client relations, electoral cleavage and mobilization, ethnic politics, rural rebellion, and the localization and 'nationalization' of political competition.
