I principali fattori generanti le alluvioni, sono tre: il regime delle piogge, la componente geologica e morfologica del territorio, le opere dell'uomo; i più gravi disastri avvengono laddove questi tre fattori entrano in sinergia. La difesa del suolo presuppone un approccio interdisciplinare che riguarda i settori idraulico, agricolo e forestale, la bonifica montana e di pianura, la regimazione delle acque e la localizzazione degli insediamenti abitativi, in una parola, la pianificazione del territorio. Se quindi l’uomo è spesso artefice o concausa di eventi catastrofici, ne deriva che la difesa dai rischi idrogeologici, anche da quelli su cui l’uomo non può incidere, si impone nei termini di previsione, prevenzione e mitigazione. Infatti, è ormai stabilito che il costo per realizzare gli interventi di prevenzione può essere varie volte minore dell’ammontare del danno economico e dell’importo delle opere di sistemazione del territorio e delle cose danneggiate. D’altra parte non si può nemmeno perseguire l’illusorio obiettivo di poter “mettere in sicurezza” tutto il territorio. Questo comporta allora due linee d’azione diverse: da una parte la capacità di convivere con il rischio e quindi saper gestire le emergenze e dall’altra una corretta gestione del territorio.
