This FAO manual on Risk based imported food control aims to support competent authorities in improving the effectiveness of the control measures they are overseeing, based on an analysis of their specific country situation. It discusses the different types of approach to managing risks related to imported food, and provides concrete illustrations of how Codex guidelines can be implemented in different ways. While respecting the principles, guidance and objectives agreed by the Codex Alimentarius Commission, different options for control measures can be selected and combined to implement a coherent set of import controls to best fit the needs of each country. Different examples, as implemented by a number of countries, are provided to show that there are often several options to reach a common goal. It also provides insights on the legal and institutional frameworks, as well as on the necessary support services to effectively implement risk based food controls.

Like many small and developing nation, Bhutan imports large proportion of its food supplies. In order for Bhutan to develop an effective imported food control system, the country situation analysis has been conducted to capture accurately the existing national imported food control situation in Bhutan. The key findings included: 1) Bhutan does not implement systematic and science-based import inspection and certification currently, except for few selected food commodities presenting high biosecurity risk; 2) key legislations and other important guidelines, permits, certificates, SOPs related to imported food control have been developed, but are yet to be implemented fully; 3) infrastructure at official border points needs to be strengthened to implement imported food control system effectively; 4) staff needs to be trained to implement import inspection and certification; and 5) an integrated database on food quality and safety surveillance, and import and export inspection and certification need to be developed to generate data for risk assessment and risk categorization. Detailed findings and priority recommended actions plans are documented in this report to strengthen imported food control in Bhutan taking the One Health approach.

FDA refusals of food shipments from China suggest recurring problems with ¿filth,¿ unsafe additives, labeling, and vet. drug residues in fish and shellfish. Chinese authorities try to control food export safety by certifying exporters and the farms that supply them. Imported food makes up a substantial and growing portion of the U.S. food supply. To ensure imported food safety, federal agencies must focus their resources on high risk foods and coordinate efforts. In this context, GAO was asked to (1) assess how Customs and Border Protection (CBP), the Food and Drug Administration (FDA), and the U.S. Department of Agriculture's (USDA's) Food Safety and Inspection Service (FSIS) are addressing challenges in overseeing the safety of imported food; (2) assess how FDA leverages resources by working with other entities, such as state and foreign governments; and (3) determine how FDA is using its Predictive Risk-Based Evaluation for Dynamic Import Compliance Targeting (PREDICT) system to oversee imported food safety. The main objective of the Food control system assessment tool is to propose a harmonized, objective and consensual basis to analyse the performance of a national food control system. It is intended to be used by countries as a supporting basis for self-assessment to identify priority areas of improvement and plan sequential and coordinated activities to reach expected outcomes, and by repeating the assessment on a regular basis, countries can monitor their progresses. The Tool is based on Codex principles and Guidelines for National Food Control Systems as well as other relevant Codex guidance for food control systems, which are referenced throughout the document. Its scope is given by the dual objectives quoted in Codex guidance for these systems: protect health of consumers and ensure fair practices in the food trade. Dimension B is part of the Food control system assessment tool and focuses on the processes and the outputs of the control activities inherent to a national food control system. It reviews the control functions exercised by CAs over Food Business Operators (FBOs), be it at domestic, import or export level, to guarantee food safety and quality for national consumers along the food chain and fair trade practices. It also maps the control functions and mechanisms at the overall food supply level, necessary to identify, monitor, predict and handle food safety hazards and emerging risks and to deal with food emergencies. The main mechanisms that should be in place include data collection programmes on food products (also referred to as monitoring programmes), data collection programmes on food-borne diseases (also referred to as surveillance programmes), as well as programmes aiming at managing food safety emergencies.
