Climate change and the recent COVID-19 pandemic have exposed the vulnerability of global agricultural supply and value chains. There is a growing awareness of the importance of interactions within and between these supply chains for understanding the performance of agricultural markets. This book presents a collection of research studies that develop conceptual models and empirical analyses of risk resilience and vulnerability in supply chains. The chapters emphasize the roles played by microeconomic incentives, macroeconomic policies, and technological change in contributing to supply chain performance. The studies range widely, considering for example how agent-based modeling and remote sensing data can be used to assess the impact of shocks, and how recent shocks such as the COVID-19 pandemic and the African Swine fever in China affected agricultural labor markets, the supply chain for meat products, and the food retailing sector. This book discusses the issues of integration within food and fibre supply chains and the challenges in managing price risk. The problems of integration and price risk are interwoven in agricultural supply chains with production and supply risk as well as hoarding. However, without supply chain integration through commercial trade markets there can be no forward market upon which forward transactions and the management of price risk can be based. Without a forward market that can reduce opportunistic behaviour, there is likely to be little security of supply, particularly under high production risk and price uncertainty. Whilst price risk management is possible under certain circumstances, there are many factors that can prevent the development of forward markets or cause them to collapse, thus undermining the ability to manage price risk within acceptable risk and return parameters. Market positions therefore need to be valued and often settled daily due to the risk of contract default. In addition, the issue of currency risk and its management applies to international market positions and transactional exposures. The book analyses a range of price risk management strategies from forward contracting through to futures and options hedging, and finally to over-the-counter products. Evaluation techniques are developed to aid decision-making. The author concludes that forward market development may be the exception rather than the norm, and that whilst favourable price risk management outcomes may be possible, they can sometimes be caused more by luck than through good management. It is shown how tactics are an important consideration in decision-making to minimize costs and losses.

This report identifies the major risks facing the rice supply chain, ranks them in terms of their potential impact and frequency, and offers a framework for improving current risk-management practices. The recommendations and findings will provide a basis for follow-up planning work by the Government of Guyana (GoG), the World Bank, and other development partners. The findings and analysis of this initial assessment are based on a methodology designed by the Agricultural Risk Management Team (ARMT) for assessing risks in agricultural supply chains. This report provides an indicative list of potential solutions to address the dominant risks in the rice supply chain; however, the assessment or evaluation of the individual solutions was beyond the scope of this exercise. To ensure the greatest return on future public investments in implementing risk management solutions, GRDB and MoA need to undertake an exhaustive cost-benefit assessment of different options. This will enable MoA to identify and implement the necessary activities to reduce the vulnerability of the rice supply chain in Guyana.

The effects of the COVID-19 pandemic on food and agriculture have been felt all over the world. As the pandemic unfolded, considerable attention began to be paid to the resilience of agricultural supply chains to COVID-19-related shocks, as well as to natural and human-induced shocks more generally. These "Guidelines to increase the resilience of agricultural supply chains" are intended for policymakers and other stakeholders who need a broad grasp of the concepts, issues and possible approaches involved. Efforts to strengthen resilience to risks need to be based on a thorough analysis of the exposure and vulnerability of supply chains to them, and on a cost–benefit assessment of damages versus interventions. In addition, not all decisions can be based on commercial and economic considerations, as political priorities will also play a role. Governments may take the lead in setting policy priorities based on assessments of risk and resilience capacities, but it is actors throughout the supply chain who are directly affected and who need to consider business strategies and interventions to be able to adapt and transform for the future. Governments play an essential role by supporting the efforts of supply chain businesses and by building general resilience through establishing an appropriate policy and institutional environment, and through the investments they make in physical infrastructure, in putting social protection in place, and in facilitating and promoting collaboration and cooperation. Enhancing general resilience against future risks is important as new risks emerge, and the frequency and intensity of known risks grow with climate change and increasing pressure on natural resources.

This thesis examines how climate change can affect the global food system through vulnerabilities in agricultural commodity supply chains. Climate change is a serious threat to food systems. It introduces unpredictability in agricultural production zones all over the world. It also increases the likelihood of events that can destabilize global supply chains through damage to producing, manufacturing, and transporting facilities and assets. Despite these issues, the literature on climate risks to agricultural supply chains is limited and focuses primarily on how these climate disruptions will affect how business is run, without much focus on supply chain actors. This is problematic because ignoring the impacts of climate change on people grossly underestimates the cost of climate change. To help fill this gap, I analyze the environmental and socio-economic impacts of climate change on the banana, quinoa, tea, and wine industries. I argue that agricultural industries that are less susceptible to physical climate risk are those for crops that already thrive in harsh weather conditions, as well as industries responsible for producing and processing dry goods. My main recommendation is that agribusinesses should consider developing the industries of more legume and grain crops, such as cowpea or millet. Other climate adaptation recommendations include the adoption of climate-smart farming practices, increasing the access of small producers to financial tools and weather information, and explicitly integrating climate adaptation into industry mandates and voluntary certification organizations. As these changes are being adopted, there will be secondary impacts on supply chain actors, so stakeholders should maintain a holistic view of how their climate adaptation actions will impact ecosystems, business operations, and communities.
