The UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes of 1992 places a significant emphasis on institutional cooperation between countries. It requires countries to enter into agreements and to establish joint bodies, such as river basin commissions and other institutions for transboundary water cooperation. Today, when so many countries share the same transboundary river basins, unilateral water management becomes extremely critical. Joint water management, on the other hand, faces many obstacles, because of states' interests in particular function of the water. Water is needed for drinking, household, irrigation, hydro-energy, fishing, navigation, tourism as well as many other purposes, and unfortunately, it cannot meet all needs simultaneously. The satisfaction of one need often impedes the others. In this regard, transboundary river basins often create challenges among states by leading them to negotiate in asymmetric relations.This book is an attempt to address the effectiveness of transboundary water management from a social and political perspective by offering new theoretical underpinnings to understand the success conditions in sharing transboundary water resources. The author focused in the work on three conditions, i.e. institutional conditions and country specific conditions, as well as conditions of regional integrity level and role of external actors. The proposed conditions were tested on two river basins i.e. the successful one in the example of Orange/Senqu river basin and unsuccessful one in the case of Naryn/Syrdarya river basin.

China’s Hydro-politics in the Mekong explores the intricate processes of conflict and cooperation over the use of water resources in the Mekong river basin between upstream China and the downstream countries of Laos, Thailand, Cambodia, and Vietnam. The book tackles two gaps in the empirical literature: first, the neglect of international hydro-politics as one specific and increasingly important issue area of China’s foreign policy behavior, especially its neighborhood diplomacy; and second, the disregard of China’s role in Mekong River politics. In particular, this book scrutinizes the ‘spring 2010 Mekong crisis’ and the events surrounding it which led to a series of complex multi-level, security-related interactions among various state and non-state actors in the region, with China at the center. Analyzing this crisis, the book not only employs securitization theory as its theoretical framework and adds a couple of innovations to this theory, but also gives a detailed account of China’s hydro-political behavior in one specific and particularly revealing case study. A River Flows Through It: A Comparative Study of Transboundary Water Disputes and Cooperation in Asia explores water disputes in Asia and addresses the question of how states sharing a river system can be incentivized to cooperate. Water scarcity is a major environmental, societal, and economic problem around the world. Increasing demand for water as a result of rapid economic development, high population growth and density has depleted the world’s water resources, leading to floods, droughts, environmental disasters, and societal displacement. Shared river basins are therefore often a source of tension and conflict between states. In regions where relations between countries have historically been conflictual, scarce river water resources have exacerbated tensions and have even sparked wars. Yet, more often than not, states sharing a river basin are able to come to some form of agreement, whether they are far-reaching ones such as water-sharing agreements or those that are more limited such as the sharing of hydrological data.
