Agricultural export subsidies are one of the most distorting of the numerous distortions affecting agricultural trade, and the reluctance of users to make clear commitments for their elimination was a key factor contributing to the deadlock of the WTO negotiations on agriculture. In August 2004 the WTO General Council decided to eliminate export subsidies by a specific yet undetermined date. Export subsidies amount to around $6 billion each year, depending on world price movements. Some countries pay export subsidies in order to dispose of their surplus agricultural production on world markets. These payments impose substantial costs on taxpayers in the subsidizing countries and reduce the world prices of several temperate and competing products to the detriment of producers in developing and least developed countries. However, they also benefit consumers in food-importing countries, many of which are developing. Quantitative analysis using the UNCTAD/FAO ATPSM model suggests that the removal of export subsidies would raise world prices. The major beneficiaries would be EU taxpayers and developing country producers. Since consumers in developing countries probably face higher prices the welfare effects are ambiguous, but most likely only during an initial period until domestic supply capacities can catch up in many of these developing countries. This is because many of them are net importers of wheat, dairy products and beef, and the cheap subsidies imports hinder the production of these products and of substitutes. Although the benefits to some of preferential access to the EU sugar market would also likely be reduced if export subsidy reform led to the reduction of EU domestic sugar prices, increasing world market prices are likely to more than offset the losses. The analysis also points to diverse results regarding specific products for producers and consumers in most countries. This suggests that while longer-term reforms of export subsidies are desirable, the immediate removal of export subsidies is likely to cause some hardships for some developing country consumers, which will need to be addressed with appropriate support mechanisms.

For at least four centuries, English spelling has been regarded as the chief roadblock to learning to read and write. Building on the results of previous investigations (the authors "Relative Frequency of English Speech Sounds" and "Relative frequency of English Spellings") the present text focuses on applying these objective data to the most important problem of elementary education: learning to read and write, with the difficulties of traditional spelling addressed and removed. The motivating philosophy is Sir James Pitman's Initial Teaching Alphabet, with an aim of a phonemic spelling reform for general use.

Literacy Policies And Practices In Conflict written by Nancy Rankie Shelton and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-12-05 with Language Arts & Disciplines categories.

Current U.S. school reform efforts link school success, student achievement, and teacher performance to standardized tests and narrowly prescribed curricula. How do test-driven, mandated curricula in urban school systems overtly and subtly impact teachers’ efforts to provide technologically advanced, challenging classroom environments that foster literacy development for all students? How do these federal policies affect instruction at the classroom level? The premise of this book is that, in order for teachers to confront and/or counteract the pressures placed on them from these policies, it is necessary to first understand them. This book takes a close look at the tensions that exist between federal mandates and contemporary literacy needs and how those tensions impact classroom practices. Providing a clear sociopolitical overview and analysis, it combines theoretical explanations with examples from current ethnographic research. Readers are challenged to (re)consider whether meeting test performance benchmarks should be the hallmark of school success when the goal of test performance supersedes the goal of producing highly literate, productive citizens of the future.

Reforming Lesson Study In Japan written by Yuta Suzuki and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2022-03-30 with Education categories.

This book elucidates the formation and development of theories of action in school reforms for Schools as Learning Communities (SLC) during ten years from its inception in 1998 in select Japanese elementary schools, junior high schools, and one secondary school. While growing international interest in Japanese lesson study is in pursuit of a standard lesson study, Suzuki offers a unique perspective into school reforms for SLC and how they resisted the standardization of lesson study out of concerns that it would limit a teacher’s autonomous judgment and choice. Through a theory-of-action approach in its examination of the pilot schools for SLC, this book clarifies: • Why did teachers reform lesson study? • What were the difficulties in reforming lesson study? • Why were teachers working on school reform for SLC? • Why did the school reform for SLC evolve from an elementary school to the junior high schools and high schools? This book provides a theoretical foundation for reviewing the past efforts and histories of Japanese lesson study reforms, and will interest academics and practitioners looking for insights into the future of lesson study.
