There are many U.S. cities that can lay claim to being the most all-American city, but indisputably Rock Island is the nation's most all-American town. From its rough and tumble beginnings during the first half of the 19th century when it was the jumping off point into unexplored Indian territory until vigilante businessmen cleaned out the cabal of gangsters and crooked cops that ran the Town during the Roaring Twenties, Rock Island was a rowdy, fun-loving river town that boasted a number historical firsts: the site of the westernmost battle during the Revolutionary War; the home of the Indians who fought the last battles east of the Mississippi; the first railroad bridge to span the mighty river; the site of the "Andersonville of the North" during the Civil War; America's 19th century timber capital and crossroads of the nation; the site of the first NFL game; the home to Prohibition's most ruthless gangsters west of Chicago; and the home to what evangelist Billy Sunday described as "some of the finest people in the country - and one or two of the meanest."When Jacques Marquette and Louis Jolliet left St. Ignace in the summer of 1673 and canoed across Lake Michigan, and down the Wisconsin River in search of a water route to the China Sea, they were the first white men to see the stunning Upper Mississippi River Valley. After floating 150 miles down the "Father of Waters," the explorers passed through a treacherous 14-mile chain of rapids lined with villages of peaceful Indians. They didn't find a passage to the sea or the rumored gold mines that the natives were said to possess, but their glowing descriptions of lush forests teeming with wild game opened the western frontier to a rugged group of men who traded tools and whiskey to the Indians for valuable animal furs.It would be 130 years after Marquette and Jolliet's exploration until President Thomas Jefferson sent Lt. Zebulon Pike up the Mississippi from Fort St. Louis to locate a strategic site to build a fort that plans were made for a permanent settlement north of the Missouri River. Lt. Pike selected a 3-mile-long island near the foot of the 14-mile rapids where Indians built their largest villages on a peninsula created by a large river that flowed into the Mississippi. The U.S. Army named the island "Rock Island." Celebrated in history and song, the Chicago, Rock Island and Pacific Railroad Company—the Rock Island Line—was a powerful Midwestern railroad that once traversed thirteen states with its fast freights and Rocket passenger trains but eventually succumbed to government regulation and a changing economy. Gregory Schneider chronicles the Rock Island’s painful decline and along the way reveals some of the key problems within the American railroad industry during the post–World War II era. Schneider takes readers back to a time when railroads still clung to a storied past to offer new insight into the devastating impact of economic policymaking during the 1960s and 1970s. Schneider recounts the largest railroad liquidation in American history—as well as one of the most successful reorganizations in American business—to depict the demise and ultimate collapse of Rock Island as part of a broader account of hard times in the railroad industry beginning in the 1970s. Schneider weaves a complex story of how business, politics, government bureaucracy, and individual greed helped to limit the economic possibilities of the railroad industry and catapult the Rock Island Railroad into oblivion. Weakened by a troubled economy, the Rock fell victim to inept management and labor union intransigence; but Schneider also reveals how government regulations and price controls prevented innovation, hindered capital acquisition, and favored other forms of transportation that lie beyond the scope of regulation. Railroads were even hurt by taxation of property and real estate while competitors were able to use government-subsidized highways and airports without having to pay taxes to fund them. Excerpt from Rock Island and Its Surroundings: In 1853 In October last, one of the editors of the Chicago Democratic Press, for the purpose of recreation, spent a few days in the different towns which cluster around that gem of the Mississippi - Rock Island. While there, he wrote the following letters for his paper. They were prepared with strict regard to accuracy in the statement of facts. For the charm of romance he preferred the freshness of Nature, and for elegance of diction the simple utterance of whatever seemed most appropriate to daguerreotype upon the minds of readers the many objects of interest which fell under his observation, the present appearance of the "Surroundings of Rock Island," and the commercial and manufacturing importance which he believes that whole region will ultimately attain. Had he suspected that the partiality of friends would place his humble letters in a shape to attract more closely the critic's eye than they would probably do in the columns of a newspaper, it is not unlikely that an excusable vanity would have induced more attention to literary polish. With this brief explanation of the circumstances under which this little pamphlet has been brought out, it is submitted to such as may peruse it with the reiterated assurance that the statements contained in it may be relied upon.
