Pakistan can fight the war against terrorism in its tribal areas effectively with the assistance from the US and the international community. In order to win the war against terrorism, along with the military actions; the US and the international community must foster the development of economical, social and political system in Pakistan's tribal area. The tribal areas of Pakistan are the areas of the world where rule of the law has never been enforced. During the British time in the South Asia, tribal areas were not ruled but used as buffer zone against the invaders from the west through mutual agreements with tribal leaders. After independence of Pakistan from Britain, status quo was maintained for the tribal areas. The tribal areas were not extended with the privileges being provided to the common citizen of Pakistan. Tribal leaders were trusted. to develop their territory with funds provided by the Pakistan's government. The Cold War era flooded the tribes with heavy economic and military support to fight USSR but resulted in strengthening the tribal leaders and degradation of the basic human rights of the population. After the cold war, US and its allies mishandled the Pakistan and the Afghanistan that led creation of terrorist organization i.e. AI Qaeda. Lately Al Qaeda became the reason for the 9/11 incident and the war against terrorism. Although the Pakistan, the US and its allies have been fighting war on terror since 2001, however, there are no visible signs of victory so far. It is commonly perceived that the US and its Allies may win the war but will not be winning the hearts and minds of the people where the roots of terrorism are lying. To eliminate the terrorism from tribal areas, the Pakistan, the US and the international community have to uplift the tribal areas economically, socially and politically.

While the war on terrorism may have provided the rationale for the latest U.S. engagement with Pakistan, the present relationship between the U.S. and Pakistan is at the crossroads of many other issues, such as Pakistan¿s own reform efforts, America¿s evolving strategic relationship with South Asia, democracy in the Muslim world, and the dual problems of religious extremism and nuclear proliferation. This report examines the history and present state of U.S.-Pakistan relations, addresses the key challenges the two countries face, and concludes with specific policy recommendations for ensuring the relationship meets the needs of both the U.S. and Pakistan.

Pakistan, which since 9/11 has come to be seen as one of the world’s most dangerous places and has been referred to as “the epicenter of international terrorism,” faces an acute counterterrorism (CT) challenge. The book focuses on violence being perpetrated against the Pakistani state by Islamist groups and how Pakistan can address these challenges, concentrating not only on military aspects but on the often-ignored political, legal, law enforcement, financial, and technological facets of the challenge. Edited by Moeed Yusuf of the US Institute of Peace, and featuring the contributions and insights of Pakistani policy practitioners and scholars as well as international specialists with deep expertise in the region, the volume explores the current debate surrounding Pakistan’s ability—and incentives—to crack down on Islamist terrorism and provides an in-depth examination of the multiple facets of this existential threat confronting the Pakistani state and people. The book pays special attention to the non-traditional functions of force that are central to Pakistan’s ability to subdue militancy but which have not received the deserved attention from the Pakistani state nor from western experts. In particular, this path-breaking volume, the first to explore these various facets holistically, focuses on the weakness of political institutions, the role of policing, criminal justice systems, choking financing for militancy, and regulating the use of media and technology by militants. Military force alone, also examined in this volume, will not solve Pakistan’s Islamist challenge. With original insights and attention to detail, the authors provide a roadmap for Western and Pakistani policymakers alike to address the weaknesses in Pakistan’s CT strategy.

Each Task Force member also has the option of putting forward an additional or a dissenting view. Members' affiliations are listed for identification purposes only and do not imply institutional endorsement. Task Force observers participate in discussions, but are not asked to join the consensus. --Book Jacket.

Pakistan Under Siege written by Madiha Afzal and has been published by Brookings Institution Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2018-01-02 with Political Science categories.

Over the last fifteen years, Pakistan has come to be defined exclusively in terms of its struggle with terror. But are ordinary Pakistanis extremists? And what explains how Pakistanis think? Much of the current work on extremism in Pakistan tends to study extremist trends in the country from a detached position—a top-down security perspective, that renders a one-dimensional picture of what is at its heart a complex, richly textured country of 200 million people. In this book, using rigorous analysis of survey data, in-depth interviews in schools and universities in Pakistan, historical narrative reporting, and her own intuitive understanding of the country, Madiha Afzal gives the full picture of Pakistan’s relationship with extremism. The author lays out Pakistanis’ own views on terrorist groups, on jihad, on religious minorities and non-Muslims, on America, and on their place in the world. The views are not radical at first glance, but are riddled with conspiracy theories. Afzal explains how the two pillars that define the Pakistani state—Islam and a paranoia about India—have led to a regressive form of Islamization in Pakistan’s narratives, laws, and curricula. These, in turn, have shaped its citizens’ attitudes. Afzal traces this outlook to Pakistan’s unique and tortured birth. She examines the rhetoric and the strategic actions of three actors in Pakistani politics—the military, the civilian governments, and the Islamist parties—and their relationships with militant groups. She shows how regressive Pakistani laws instituted in the 1980s worsened citizen attitudes and led to vigilante and mob violence. The author also explains that the educational regime has become a vital element in shaping citizens’ thinking. How many years one attends school, whether the school is public, private, or a madrassa, and what curricula is followed all affect Pakistanis’ attitudes about terrorism and the rest of the world. In the end, Afzal suggests how this beleaguered nation—one with seemingly insurmountable problems in governance and education—can change course.

This book is an account of the emergence and key events related to the origin and expansion of Pakistani Taliban since 2001, with a focus on the role of religion in their actions, policies and worldviews. The author brings to light rare insight into the ideological basis of Pakistani Taliban, drawing upon first-hand research comprising participant observation, interviews, content analysis of organizational literature and Talibani communications, such as recruitment videos, recorded speeches, leaflets and pamphlets, jihadi anthems and press releases to the local media. The book demonstrates how religion simultaneously appears as an object to be defended, as a threat, as the purpose of violence, as the source of rules and limitations on violent action and as the source of motivational imagery and myths. Going into an analysis of just what role religion plays in violent activities of this group and how does it do so, the author shows that Talibani narratives are both secular and religious at the same time, contradicting a clear-cut divide between religious and secular motivations for violence. The book advocates against extreme positions that accord religion either a primary or a negligent position in explaining the raison d’être of Pakistani Taliban. It makes a plea for more informed and empathetic approach instead of the purely militaristic stance towards extremism, which has only helped it grow in the past.

Pakistan has undertaken a number of operations against militant groups since 2001. There have been some successes, but such groups as al Qa'ida continue to present a significant threat to Pakistan, the United States, and other countries. Pakistan needs to establish a population-centric counterinsurgency that better protects the local population and addresses grievances. It also needs to abandon militancy as a tool of foreign and domestic policy.
