A study of the impact of flooding on the ancient city during the classical period. While the remains of its massive aqueducts serve as tangible reminders of Rome’s efforts to control its supply of drinking water, there are scant physical reminders that other waters sometimes raged out of control. In fact, floods were simply a part of life in ancient Rome, where proximity to the Tiber left a substantial part of the city vulnerable to the river’s occasional transgressions. Here, in the first book-length treatment of the impact of floods on an ancient city, Gregory S. Aldrete draws upon a diverse range of scientific and cultural data to develop a rich and detailed account of flooding in Rome throughout the classical period. Aldrete explores in detail the overflowing river’s destructive effects, drawing from ancient and modern written records and literary accounts, analyses of the topography and hydrology of the Tiber drainage basin, visible evidence on surviving structures, and the known engineering methods devised to limit the reach of rising water. The past year saw some of the worst cyclones recorded in the Pacific, some of the costliest and worst ever recorded floods in Australia, Pakistan and across the African continent, coupled with major droughts affecting parts of Central, East and Southern Africa, the Americas, Central Asia, Europe and the Middle East, prompting many experts to declare that the planet’s water cycle has been severely disrupted due to human activity. For members of minorities, indigenous peoples and other marginalized groups, the water crisis is often an existential threat affecting numerous rights such as to life, health, self-governance, sanitation and culture. Water justice cannot be attained unless the communities that protect water systems from the threats of extractivism, overuse and pollution are prioritized in the international arena. Floods are natural hazards whose effects can deeply affect the economic and environmental equilibria of a region. Quality of life of people living in areas close to rivers depends on both the risk that a flood would occur and the reliability of flood forecast, warning and control systems. Tools for forecasting and mitigating floods have been developed through research in the recent past. Two innovations currently influence flood hazard mitigation, after many decades of lack of significant progress: they are the development of new technologies for real-time flood forecast and warning (based on weather radars and satellites) and a shift from structural to non-structural flood control measures, due to increased awareness of the importance of protecting the environment and the adverse impacts of hydraulic works on it. This book is a review of research progress booked in the improvements of forecast capability and the control of floods. Mostly the book presents the results of recent research in hydrology, modern techniques of real-time forecast and warning, and ways of controlling floods for smaller impacts on the environment. A number of case studies of floods in different geographical areas are also presented. Scientists and specialists working in fields of hydrology, environmental protection and hydraulic engineering will appreciate this book for its theoretical and practical content.
