Excerpt: The North Atlantic Treaty Organization (NATO; -toh; French: ), also called the (North) Atlantic Alliance, is an intergovernmental military alliance based on the North Atlantic Treaty which was signed on 4 April 1949. The organization constitutes a system of collective defence whereby its member states agree to mutual defense in response to an attack by any external party. NATO's headquarters are in Brussels, Belgium, one of the 28 member states across North America and Europe, the newest of which, Albania and Croatia, joined in April 2009. An additional 22 countries participate in NATO's "Partnership for Peace," with 15 other countries involved in institutionalized dialogue programs. The combined military spending of all NATO members constitutes over 70% of the world's defence spending. For its first few years, NATO was not much more than a political association. However, the Korean War galvanized the member states, and an integrated military structure was built up under the direction of two US supreme commanders. The course of the Cold War led to a rivalry with nations of the Warsaw Pact, which formed in 1955. The first NATO Secretary General, Lord Ismay, stated in 1949 that the organization's goal was "to keep the Russians out, the Americans in, and the Germans down." This is the first book to document, analyze, and interpret the history of the Warsaw Pact based on the archives of the alliance itself. As suggested by the title, the Soviet bloc military machine that held the West in awe for most of the Cold War does not appear from the inside as formidable as outsiders often believed, nor were its strengths and weaknesses the same at different times in its surprisingly long history, extending for almost half a century. The introductory study by Mastny assesses the controversial origins of the "superfluous" alliance, its subsequent search for a purpose, its crisis and consolidation despite congenital weaknesses, as well as its unexpected demise. Most of the 193 documents included in the book were top secret and have only recently been obtained from Eastern European archives by the PHP project. The majority of the documents were translated specifically for this volume and have never appeared in English before. Communism has cast a long shadow over Romania. This book examines the US foreign policy of differentiation towards the socialist regimes of Eastern Europe as it was implemented by various administrations towards Ceausescu’s Romania from 1969 to 1980. Drawing from multi-archival research from both US and Romanian sources, this is the first comprehensive analysis of differentiation and shows that Washington’s Eastern European policy in the 1970s was more nuanced than the common East vs. West narrative suggests. By examining systemic Cold War factors such as the rise of détente between the two superpowers and the role of agency, the study deals with the dynamics that shaped the evolution of American-Romanian relations after Bucharest’s opening towards the West, and the subsequent embrace of this initiative by Washington as an instrument to undermine the unity of the Soviet bloc. Furthermore, it revises interpretations about Carter’s celebrated human rights policy based on the Romanian case, pointing towards a remarkable continuity between the three administrations under examination (Nixon, Ford and Carter). By doing so, this study contributes to the field by highlighting a largely neglected aspect of US foreign policy and uncovers the subtleties of Washington’s relations with one of the most vigorous actors of the Eastern European bloc. This book will be of much interest to students of Cold War Studies, US foreign policy, Eastern European politics and International Relations in general.
