Weltkrieg waren deutsche Soldaten an einem Kampfeinsatz beteiligt. Die Kohl-Regierung hatte 1991 eine militärische Beteiligung am Krieg gegen Irak noch mit der Begründung abgelehnt, das Grundgesetz erlaube den Einsatz der Bundeswehr nur zur Landes- und Bündnisverteidigung. Ausgerechnet die frisch gewählte Bundesregierung aus SPD und Grünen führte nun deutsche Soldaten mit der NATO in einen Angriff auf den souveränen Staat Jugoslawien, und das auf völkerrechtlich äußerst umstrittener Grundlage. In den Medien rieb man sich verwundert die Augen angesichts der Selbstverständlichkeit, mit der ein halbes Jahrhundert gewaltferner Außenpolitik überwunden wurde und ein gesellschaftlicher Pazifismus, den man gerade im rot-grünen Spektrum tief verwurzelt glaubte. Wie war diese Entwicklung möglich, und welche Konsequenzen hatte sie? Die Arbeit beantwortet diese Fragen mit Hilfe der politischen Kulturforschung. Nach John S. Duffield war die politische Kultur der Bundesrepublik nach 1945 in außenpolitischer Hinsicht durch "Antimilitarismus" und "Multilateralismus" gekennzeichnet. Aufgrund der Erfahrungen mit Nationalsozialismus und 2. Weltkrieg lehnte demnach der Großteil der Deutschen Militäreinsätze grundsätzlich ab und verlangte bei der Wahrnehmung außenpolitischer Interessen strikt nach multilateraler Einbindung und Kooperation. Die Befürworter eines Kriegs gegen Jugoslawien (v. a. Schröder, Scharping und Fischer) machten sich beides geschickt und erfolgreich zunutze, wie in der ausführlichen Darstellung und Analyse ihrer Argumente deutlich wird. "Antimilitarismus" und "Multilateralismus" sind hier omnipräsent, werden jedoch zum Teil völlig neu interpretiert. Die linke Vergangenheit der Regierungsvertreter stärkte dabei noch ihre Überzeugungskraft. Die deutsche Beteiligung am Kosovo-Krieg und ihre rot-grüne Begründung knüpften an die politische Kultur der Bundesrepublik an - und veränderten diese nachhaltig.

The rise or resurgence of revisionist, repressive and authoritarian powers threatens the Western, US-led international order upon which Germany’s post-war security and prosperity were founded. With Washington increasingly focused on China’s rise in Asia, Europe must be able to defend itself against Russia, and will depend upon German military capabilities to do so. Years of neglect and structural underfunding, however, have hollowed out Germany’s armed forces. Much of the political leadership in Berlin has not yet adjusted to new realities or appreciated the urgency with which it needs to do so. Bastian Giegerich and Maximilian Terhalle argue that Germany’s current strategic culture is inadequate. It informs a security policy that fails to meet contemporary strategic challenges, thereby endangering Berlin’s European allies, the Western order and Germany itself. They contend that: Germany should embrace its historic responsibility to defend Western liberal values and the Western order that upholds them. Rather than rejecting the use of military force, Germany should wed its commitment to liberal values to an understanding of the role of power – including military power – in international affairs. The authors show why Germany should seek to foster a strategic culture that would be compatible with those of other leading Western nations and allow Germans to perceive the world through a strategic lens.
