Financial sectors in low-income sub-Saharan Africa (SSA) are among the world's least developed. In fact, assets in most low-income African countries are smaller than those held by a single medium-sized bank in an industrial country. The absence of deep, efficient financial markets seriously challenges policy making, hinders poverty alleviation, and constrains growth. This book argues that building efficient and sound financial sectors in SSA countries will improve Africa's economic prospects. Based on a review of the key features of financial systems, it discusses the main obstacles and challenges that financial structures pose for SSA economies and recommends steps that could address major shortcomings in implementing the reform agenda.

In recognition of the well-understood challenges with promoting rural and agricultural finance, the need for a more systemic approach to promoting financial inclusion is gaining traction in the thinking and programming approaches of the community of practice. Within this system-level view, the concept of de-risking the overall operating environment of agricultural value chains is recognized as a critically important factor. Accordingly, numerous project-based and stand-alone “de-risking” arrangements have recently been launched or are at various stages of design throughout sub-Saharan Africa. The generation of evidence of performance, impact and cost effectiveness is critical to validating the relevance of these types of schemes, as well as to informing design improvement and implementation, for the sake of scalability and replicability. This study takes stock of these experiences in an effort to contribute to building up the evidence base to help inform the future strategy and design of similar programmatic interventions.

This edited volume contains eight studies of financial sector challenges in Africa that served as background studies for Financing Africa: Through the Crisis and Beyond. Financing Africa takes stock of Africa's financial systems in light of recent changes in the global financial system --including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets and the regulatory reform debate - and the increasing role of technology. Using a wider and more detailed array of data than previous publications, we observe a trend towards financial deepening, more stability and more inclusion leading up to the crisis; serious challenges, however, continue, including limited access to financial services, focus on short-term contracts and hidden fragility, related to weak regulatory frameworks, undue government interference and governance deficiencies. Our policy analysis therefore focuses on (i) expanding outreach, (ii) fostering long-term finance and (iii) improving regulation and supervision. We identify the positive role of innovation and competition, a stronger focus on non-traditional financial service providers, and more emphasis on demand-side constraints as priority areas for policy actions. Specifically, competition from new players outside the banking system, including telecomm companies can increase outreach with technological innovation that changes the economics of retail finance. Moving beyond national stock exchanges that are not sustainable in most African countries towards regional solutions and over-the-counter trades can help foster long-term finance, as can addressing governance challenges in contractual savings institutions, including life insurance companies and pension funds. Finally, there is a need to look beyond supply-side constraints towards users of financial services, focusing more on financial literacy of households and firms, but also consumer protection. In formulating policy messages, we carefully distinguish between different country groupings, differentiating -- among others -- between low- and middle-income and small and larger economies, with a special focus on resource-based economies and post-conflict countries. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners. With this book we aim to contribute to the on-going financial sector debate on Africa, with the ultimate goal of faster economic development and poverty reduction.

The Integrated Rural Development Program (IRDP) is a core initiative in the W.K. Kellogg Foundation Africa portfolio of programmes, which aims to reduce poverty and improve the quality of life of rural communities. A component of this programme is to help capitalise locally based enterprise development initiatives by stimulating the provision of and access to micro-finance in rural areas. Three sites have been selected to pilot the introduction of this and other IRDP activities. These are: Chimanimani (Zimbabwe), Chimoio (Mozambique) and Nyandeni (South Africa). As part of this initiative , the Human Sciences Research Council (HSRC) based in Pretoria has conducted an evaluation in three key sites of the IRDP to evaluate the implications of implementing a mico-finance scheme in these areas.

African governments place high priority on developing their indigenous private sector to participate in and lead future growth. This goal is constrained, in part, by the absence of a diversified financial sector capable of meeting the full range of the private sector's legitimate demand for financial services, especially among small and informal businesses. A related and equally pressing issue is the ability of the self-employed and rural poor to sustain the economic activities essential to their survival. Internationally, a variety of financial institutions have found ways to make lending to the poor sustainable and profitable and to take advantage of the lesson that even the poor self-employed repay their loans and seek savings opportunities. The challenge in Africa is to build capacity in the financial sector drawing on the lessons learned from international best-practice institutions. This strategy is an integral part of the Africa Region Finance Strategy. The principal pillars of the Finance Strategy are an initial focus on achieving a healthy fundamental policy and regulatory environment and concentration on building sound institutions through human resource and systems development. These themes are reflected in this strategy statement, whose chief objective is to support deepening and diversification of financial markets to serve the broad spectrum of entrepreneurs found in African countries, including the self-employed poor.
