These are the final results and reflections of the project MEA-Scope. This project with the full title “Micro-economic instruments for impact assessment of multifunctional agriculture to implement the model of European Agriculture” was a pioneering project. It was among the first which were funded in the new activity Scientific Support to Policies of the th 6 Research Framework Programme. Policy decisions – especially at the European level – are never easy. What policy-makers decide will potentially affect the lives of millions of people for many years. This makes reaching informed decisions crucial, and scientific research can help illuminate their policy choices. MEA-Scope was one of two projects which addressed the research p- orities for European Rural areas which were identified in an EC workshop on Multifunctionality in Agriculture in 2001. Scientific Support to Policies in the Research Framework Programme is facing the challenge to identify in the discussions between policy makers and the research community those topics which can be addressed in a m- term strategic research programme. When the research topic was published Multifunctionality of Agriculture was among the concepts with many - search questions open. It was considered that positivistic approaches into technology aspects of agriculture, forestry and other rural activities based on natural resources and land use are needed, as well as more normative research with regard to trade, food quality and safety, animal welfare, en- ronment, rural development and cultural issues.

Sustainable development and rural policies have pursued strategies where farming has been often regarded as a factor deteriorating the ecosystem. But the current economic, social and environmental problems of the Earth probably call for examples of a positive integration between human society and nature. This research work presents more than a hundred case studies where the historical relationships between man and nature have generated, not deterioration, but cultural, environmental, social and economic values. The results show that is not only the economic face of globalization that is negatively affecting the landscape, but also inappropriate environmental policies. The CBD-UNESCO program on biocultural diversity, the FAO Globally Important Agricultural Heritage Systems and several projects of the International Union of Forest Research Organizations, as well as European rural policies acknowledge the importance of cultural values associated to landscape. This research intends to support these efforts.

The Common Agricultural Policy (CAP) is a unique agricultural policy worldwide. For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? The European Landscape is under stress of changing land use and a changing attitude of its users. Globalization, the disappearance of the iron curtain and the recent EU enlargement to 25 countries have changed the economic and environmental dimensions of Europe. Europe is changing its face from a western and eastern part to one European Union and to fast connections between its centres of activity. The rural and cultural heritage of Europe has to be adapted to cope with this change. However, its landscape is worth to be conserved as well, because it represents the European history in the same way as castles and churches. It even more represents the history of the common people, because it has been the tradition of the rural population that made these landscapes. It cannot be prevented that Europe is changing and it is good that Europe adapts to the new dimensions of the world. We, in Europe, have to define what we think is important and what must be conserved, what can be adapted to be used for new functions and what can be abolished because it has no value. These decisions will determine the new dimensions of the European landscapes. The Frontis Workshop on the New Dimensions of the European Landscape was held on 10-12 June 2002. Wageningen University and Research Centre organized this workshop aiming to develop visions on the landscape in Europe, its development and design in the future and to strengthen the international network in landscape planning.

First published in 1984, Hugh Clout’s work contributes to one of the most debated and important topics of the time, the European Economic Community. Starting from the Mid-20th century, Clout explains the profound socio-economic and environmental changes that effected the countryside of Western Europe. This work shows how the EEC’s wide-ranging Common Agricultural Policy added a measure of uniformity to farm policies. Clout reveals that the transformation however was not an entirely healthy one. The broad process of agricultural modernisation reinforced the numerical decline of farm workers throughout Western Europe, weakened many rural communities, and served to accentuate depopulation. Clout’s work ultimately argues forcibly that to produce such a programme for managing rural Europe would be a major challenge for the EEC in the future.
