Excerpt from The Russian People Hen the average man, in search of information on a subject which he knows little or nothing at, has recourse to the best-known authorities, his enthu siasm will often be damped by finding that the authors have taken for granted a certain foundation of elementary knowledge on his part, which he lacks. He finds himself at sea; he is met at every turn by allusions to things which he is supposed to know, and which he is ignorant of. The authors he has consulted have not thought it worth while to repeat what they suppose any one interested in the subject is bound to know. Thus the student sometimes finds himself in the position of a foreigner to whom an Englishman talks of the game of cricket under the impression that he is talking to a fellow Englishman. Hopelessly puzzled, he will abandon his study of this particular subject and turn his attention to other things. This is especially true with regard to the study of Russian affairs. The authorities as a rule know so much more than the people who are likely to consult them that the student is confused and baffled. If he reads books dealing with Russian commerce, politics administration, or literature, he will often find that a certain minimum knowledge of Russian history is taken for granted. Now, it is just this knowledge that he lacks. If, on the other hand, he takes up a volume of Russian history, he will often come across allusions to Russian life and literature which mean nothing to him. I am far from blaming writers of such books for not supplying the lack. A man who writes a book for the serious students of a subject, say the game of cricket, must necessarily assume that the student will be already aware that the game is played with a. Excerpt from With the Die-Hards in Siberia Originally written for the private use of my sons in case I did not return, this narrative of events. Connected with the expedition to Siberia must of necessity lack many of the necessary ele ments which go to make a history. I wrote of things as they occurred, and recorded the reasons and motives which prompted the participants. Many things have happened since which seem to show that we were not always right in our esti mate of the forces at work around us. Things are not always what they seem, and this is probably more evident in the domain of Russian affairs than in any other. It would be comparatively easy to alter the text, and square it with the results, but that would destroy the main value of the story. The Statesman and the Soldier rarely write his tory. It is their misfortune to make it. It is quite easy to be a prophet when you know the result. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Excerpt from Soviet-American Relations, 1917-1920: Russia Leaves the War When this study was first contemplated, the intention was not to re construct in detail the happenings of the initial months of the Soviet American relationship, but rather to attempt a critical appraisal of the actions and policies of the two governments in their relations with each other over a much longer span of time. It soon became apparent, however, ' that despite the existence of several valuable secondary works on individual phases of Soviet - American relations in the early period, there was no general treatment of this subject, tapping all the sources available today, that could serve as adequate foundation for critical judgment. In these circumstances there was no alternative but to delve into the original source materials and to attempt to unravel, if only for one's own instruction, the tangled web of what actually occurred. The present volume brings the first fruits of these researches, re lating to the period between the November Revolution of 1917 and Russia's final departure, in March 1918, from the ranks of the war ring powers. It is, admittedly, a heavily detailed account; some may think too much so. In attempting to bring together the available evi dence on events at once so complex and so controversial, I have pre ferred to err on the side of explicitness rather than to run the risk, or invite the suspicion, of partiality in the selection of material. But be> yond that: the more I saw of these records of the doings of an official generation slightly older than my own, the more it was borne in upon me that the genuine image of the diplomatic process is hardly to be recaptured in historical narrative unless the lens through which it is viewed is a sharp one and the human texture of which it consists becomes visible in considerable detail. The acts and deci sions of statesmanship will seldom be found entirely intelligible if viewed apart from the immediate context of time and circumstance -information, associates, pressures, prejudices, impulses, and mo mentary necessities - in which they occur. Excerpt from Russia's Foreign Relations During the Last Half Century Another difficulty that confronted me is the fact that the events of the last half-century are too recent, and it is very difficult to remain absolutely impartial. Yet the contemporary has one great asset, his personal observations, and these are particularly valuable in portraying personal characteristics. Excerpt from Guide to Materials for American History in Russian Archives Permission to Use the Archives. A foreigner desiring to use the Official archives must secure authorization from the Russian Ministry Of Foreign Affairs through the representative Of his country residing in Petrograd. Each application is considered on its own merits, and although permission is usually granted to persons Of approved scholarship, it should not be assumed as a matter Of course. It may take some time before the application is acted upon and it would therefore be unwise to set out for Russia until there is definite assurance that access to the archives will be given. This permission is only for the Archive Of the Ministry Of Foreign Affairs at Petrograd. If, in addition, the scholar wishes to examine material on his subject found in other places the director of the above mentioned archive will arrange this. TO help the authorities in Russia, the applicant should state clearly and definitely the subject and period he wishes to investigate, the object in view, and when he plans to arrive. The application should be accompanied by credentials from men and institutions Of learning as to the character and standing Of the applicant. Facilities for Study. When the scholar has arrived on the field he will find the archivists very willing to co-operate with him. On the whole there is little red tape. Unfortunately the physical facilities are not everywhere adequate. The primary purpose Of the government archives is to preserve the documents for Official use. Scientific investigation is a secondary matter, especially so far as foreigners are concerned, for not many Of them come. It is therefore not surprising that no special arrangements are provided. In some cases there is no room for an extra table, and only by crowding is an additional place made. Time. The greatest drawback, however, is not the want of Space, for the Officers of the archive will Often inconvenience themselves to accommodate the stranger, but the lack Of time. Church and civil holidays follow each other in rapid succession, and make many days unavailable. Moreover, the archives are Open only for a few hours each day, never more than five, usually from 11 a. M. To 4 p. M., and sometimes only two, I p. M. To 3 p. M. This is the winter schedule. In summer it is worse, for then the Officers go away on their vacations and the hours Of work are reduced. The result is a peculiar situation: in the winter time the hours are longer, but there is little daylight; in summer the hours are short, though daylight lasts long. Were it not for the numerous holidays during the spring months that season would be the best for investigation.
