The article considers perceptions of the new Russian energy policy in the oil and gas sector in Eastern Europe with a particular focus on the Polish perspective. The paper explains the regional reservations in Poland, Ukraine, Belarus, and the Baltic States to the Russo-German cooperation on the Nord Stream Pipeline project. Then, it summarises the view of the Russian-Ukrainian gas disputes and regional consequences of the disruptions in gas supply. The paper discusses Poland's energy security policy and conflicting expectations concerning the Yamal-Europe Gas Pipeline. The implications of Russian plans to reduce importance of the Druzhba oil pipeline are considered. Attempts to develop new energy alliances and a regional energy security policy towards Russia are further presented together with the joint energy projects in Eastern Europe such as Odessa-Brody, Amber Stream, Skanled and Baltic Pipe, as well as Mazeikiu Refinery or Ignalin nuclear plant.

The challenges in Russia’s energy sector are changing. On the demand side, Europe is seeking to limit its dependence on Russian oil and gas, with the result that China and other Asian countries are likely to eventually become growing export markets for Russian energy. On the supply side, oil and gas fields in West Siberia are diminishing and in future Russia’s energy will have to come more from East Siberia and the Arctic, which will necessitate new infrastructure development and the employment of advanced technologies, which may increase Russia’s dependence on commercial partners from outside Russia. The paper deals with the problem of analysis of the problem of energy transit in EU energy policy. The issue of energy transit is one of the key topics of the EU energy policy, because EU energy market depends on the import of energy resources. From the point of view of transit and supply of energy resources to the EU, the situation was not the same. Since the 1990s, the geography of the transit routes has been becoming more complex and was more under the technological, economic and political risks. During the soviet times one transit route (i.e. pipeline transporting the gas from the USSR to the countries of western Europe) was fully controlled by the state-owned supplier which was transporting the gas extracted by the same company. The fuel was delivered to a hub on Western and Eastern border and sold to large European wholesale customers. Further, they would transport the gas through their own pipelines to the final customers in Europe. Such system survived after the destruction of the Soviet Union.However the control over the pipeline system, formerloy going through the territory of USSR, and afterwards located in a different state, passed to such states. In the meantime, the obligation of a steady supply of gas to the customers in the Western Europe in agreed time and volume remained with a Russian monopolist. The relationship with the transit state was not subject of the gas supply agreement. In 2000s such system proved to be inefficient and unstable. It could be demonstrated by the two Russia-Ukraine gas crises. In addition, the market reality has changed because of introducing the LNG supplies, renewable sources. In 2009 the Third Energy Package was adopted introducing the new functioning of the energy market based on competition principles. Three successively adopted energy packages of the EU (first - 1998, second - 2003, third - 2009) provided a gradual transition from centralized to liberal and competitive gas market. Prior to this, the main market participants were vertically integrated monopolies. The new architecture of the EU gas market began to diverge from the contractual structure of gas supplies to Western Europe, which has developed in the gas industry itself since the early 1960s.We made the conclusion the current situation provokes the need for development the new transit routes for the supply of Russian gas into Europe allowing to comply with the new market rules of the European Union.

This book places Eurasia in its entirety within a single explanatory framework and examines, for the first time to that extent, Russia as a Eurasian energy power in its affairs with the two main geopolitical players of the region, the EU and China. Part of this geopolitical space is the Former Soviet Union (FSU) region which shares deep historical-political ties with Russia and constitutes the necessary crossing for the latter’s natural gas supplies en route to the EU market.In this way, an energy triangle is established, with Russia at the top angle, the EU in the left angle, China in the right angle and the FSU region the median.Following the scheme, three bipolar relationships emerge, Russia-FSU region, Russia-EU and Russia-China, with each of them representing a different type of bilateral cooperation. In the first case there is an asymmetric relationship with one actor being overly powerful, in terms of energy, to impose its conditions, economic and political, on the other. In the second case there is a symmetric relationship with both actors having equal means of pressure at their disposal. Finally, in the third case there is balanced relationship with both actors trading on an equal basis. Within this framework, one of the dominant theoretical debates in the field of International Relations, that between Neorealism and Neoliberal Institutionalism (the so-called ‘Neo-Neo’ debate) seeks to shed light on the governing rationale beyond Putin’s Russia foreign energy policy vis-à-vis the FSU region, the EU and China.
