The forgotten story of a surprising anti-imperial, nationalist project at the turn of the twentieth century: a grassroots movement of Russian Jews to racialize themselves. In the rapidly nationalizing Russian Empire of the late nineteenth century, Russian Jews grew increasingly concerned about their future. Jews spoke different languages and practiced different traditions. They had complex identities and no territorial homeland. Their inability to easily conform to new standards of nationality meant a future of inevitable assimilation or second-class minority citizenship. The solution proposed by Russian Jewish intellectuals was to ground Jewish nationhood in a structure deeper than culture or territory—biology. Marina Mogilner examines three leading Russian Jewish race scientists— Samuel Weissenberg, Alexander El’kind, and Lev Shternberg—and the movement they inspired. Through networks of race scientists and political activists, Jewish medical societies, and imperial organizations like the Society for the Protection of the Health of the Jewish Population, they aimed to produce “authentic” knowledge about the Jewish body, which would motivate an empowering sense of racially grounded identity and guide national biopolitics. Activists vigorously debated eugenic and medical practices, Jews’ status as Semites, Europeans, and moderns, and whether the Jews of the Caucasus and Central Asia were inferior. The national science, and the biopolitics it generated, became a form of anticolonial resistance, and survived into the early Soviet period, influencing population policies in the new state. Comprehensive and meticulously researched, A Race for the Future reminds us of the need to historically contextualize racial ideology and politics and makes clear that we cannot fully grasp the biopolitics of the twentieth century without accounting for the imperial breakdown in which those politics thrived.

Twentieth-century Russia, in all its political incarnations, lacked the basic features of the Western liberal model: the rule of law, civil society, and an uncensored public sphere. In Slavophile Empire, the leading historian Laura Engelstein pays particular attention to the Slavophiles and their heirs, whose aversion to the secular individualism of the West and embrace of an idealized version of the native past established a pattern of thinking that had an enduring impact on Russian political life. Imperial Russia did not lack for partisans of Western-style liberalism, but they were outnumbered, to the right and to the left, by those who favored illiberal options. In the book's rigorously argued chapters, Engelstein asks how Russia's identity as a cultural nation at the core of an imperial state came to be defined in terms of this antiliberal consensus. She examines debates on religion and secularism, on the role of culture and the law under a traditional regime presiding over a modernizing society, on the status of the empire's ethnic peripheries, and on the spirit needed to mobilize a multinational empire in times of war. These debates, she argues, did not predetermine the kind of system that emerged after 1917, but they foreshadowed elements of a political culture that are still in evidence today.

Under the Influence presents the first investigation of the social, cultural, and political factors that affected drinking and temperance among Russian and Soviet industrial workers from 1895 to 1932. Kate Transchel examines the many meanings of working-class drinking and temperance in a variety of settings, from Moscow to remote provinces, and illuminates the cultural conflicts and class dynamics that were deeply rooted in drinking rituals and the failure of attempted reforms by the Tsarist and Soviet authorities.As the title suggests, workers were often under the influence of alcohol, but they were also under political influences that defined what it meant to be a Soviet worker. Perhaps more importantly, they were under deeper, prerevolutionary cultural influences that continued to shape lower-class identities after 1917. The more the Soviet state tried to control working-class drinking, the more workers resisted. Radical legislation, massive propaganda, and even coercion were not sufficient to motivate workers to abandon traditional forms of fraternization. Under the Influence highlights working-class culture and underscores the limitations the Bolsheviks faced in attempting to create a cultural revolution to complete their social and political revolution.

Policing Prostitution examines the complex world of commercial sex in the late Russian Empire. From the 1840s until 1917, prostitution was legally tolerated across the Russian Empire under a system known as regulation. Medical police were in charge of compiling information about registered prostitutes and ensuring that they followed the strict rules prescribed by the imperial state governing their visibility and behaviour. The vast majority of women who sold sex hailed from the lower classes, as did their managers and clients. This study examines how regulation was implemented, experienced, and resisted amid rapid urbanization, industrialization, and modernization around the turn of the twentieth century. Each chapter examines the lives and challenges of different groups who engaged with the world of prostitution, including women who sold sex, the men who paid for it, mediators, the police, and wider urban communities. Drawing on archival material from Russia, Ukraine, Belarus, Latvia, Lithuania, and Estonia, Policing Prostitution illustrates how prostitution was an acknowledged, contested, and ever-present component of lower-class urban society in the late imperial period. In principle, the tsarist state regulated prostitution in the name of public order and public health; in practice, that regulation was both modulated by provincial police forces who had different local priorities, resources, and strategies, and contested by registered prostitutes, brothel madams, and others who interacted with the world of commercial sex.

In the first book to chart late Imperial and Soviet health policy and its impact on the health of the collective in Russia’s former capital and second "regime" city, Christopher Williams argues that in pre-revolutionary St. Petersburg radical sections of the medical profession and the Bolsheviks highlighted the local and Tsarist government’s failure to protect the health of poor peasants and the working class due to conflicts over the priority and direction of health policy, budget constraints and political division amongst doctors. They sought to forge alliances to change the law on social insurance and to prioritise the health of the collective. Situating pre- and post-revolutionary health policies in the context of revolutions, civil war, market transition and Stalin’s rise to power, Williams shows how attempts were made to protect the Body Russian/Soviet and to create a healthier lifestyle and environment for key members of the new Soviet state. This failed due to shortages of money, ideology and Soviet medical and cultural norms. It resulted in ad hoc interventions into people’s lives and the promotion of medical professionalization, and then the imposition of restrictions resulting from changes in the Party line. Williams shows that when the health of the collective was threatened and created medical disorder, it led to state coercion.
