This study examines the current state of relations among Russia, Estonia, and ethnic Russians living in Estonia. The report pays special attention to the Russian Compatriot Policy, which seeks to codify the relationship of the Russian diaspora to its homeland, and to evaluate its effectiveness as a soft power foreign policy tool in Estonia. Analysis of this policy, as well as an understanding of Estonian domestic policies toward and relationships with the Russian minority within the country, has been conducted based on the results of a comprehensive survey conducted by CSIS in 2009 and 2010. The survey data were generated through interviews with over 3,000 individuals between the ages of 16 and 29, including equal numbers of Russians living in Russia, native Estonians living in Estonia, and ethnic Russians living in Estonia. This research not only helps shed light on the current state of affairs for the Russian minority in Estonia, but also gives clues as to where the situation is heading. The report includes an overview of historical issues confronting the Estonia/Russia relationship, with a particular focus on major disagreements regarding historical interpretations of World War II and the subsequent Soviet occupation of Estonia. This includes a description of the so-called 2007 Bronze Night incident and the waves of cyber attacks that followed. Estonian citizenship policies, with specific attention to Estonian language requirements, are also examined. This is followed by an in-depth overview of the Russian Compatriot Policy in Estonia, including its reach through nongovernmental organizations, the media, legal action, and the Russian Orthodox Church.

This thesis is an exploration of how soft power is put into practice. Concentrating on the formative years of the Cold War from 1943 to 1957, Patryk Babiracki reveals little-known Soviet efforts to build a postwar East European empire through culture. Babiracki argues that the Soviets involved in foreign cultural outreach tried to use "soft power" in order to galvanize broad support for the postwar order in the emerging Soviet bloc. Populated with compelling characters ranging from artists, writers, journalists, and scientists to party and government functionaries, this work illuminates the behind-the-scenes schemes of the Stalinist international propaganda machine. Based on exhaustive research in Russian and Polish archives, Babiracki's study is the first in any language to examine the two-way interactions between Soviet and Polish propagandists and to evaluate their attempts at cultural cooperation. Babiracki shows that the Stalinist system ultimately undermined Soviet efforts to secure popular legitimacy abroad through persuasive propaganda. The term “soft power” was coined in 1990 to foreground a capacity in statecraft analogous to military might and economic coercion: getting others to want what you want. Emphasizing the magnetism of values, culture, and communication, this concept promised a future in which cultural institutes, development aid, public diplomacy, and trade policies replaced nuclear standoffs. From its origins in an attempt to envision a United States–led liberal international order for a post–Cold War world, it soon made its way to the foreign policy toolkits of emerging powers looking to project their own influence. This book is a global comparative history of how soft power came to define the interregnum between the celebration of global capitalism in the 1990s and the recent resurgence of nationalism and authoritarianism. It brings together case studies from the European Union, China, Brazil, Turkey, and the United States, examining the genealogy of soft power in the Euro-Atlantic and its evolution in the hands of other states seeking to counter U.S. hegemony by nonmilitaristic means. Contributors detail how global and regional powers created a variety of new ways of conducting foreign policy, sometimes to build new solidarities outside Western colonial legacies and sometimes with more self-interested purposes. Offering a critical history of soft power as an intellectual project as well as a diplomatic practice, Soft-Power Internationalism provides new perspectives on the potential and limits of a multilateral liberal global order.
