August 2016 russische Langstreckenbomber erstmals von der iranischen Luftwaffenbasis Hamadan aus Angriffe in Syrien flogen, zeigte sich die US-Regierung sichtlich überrascht. Bis zu diesem Zeitpunkt dienten ausschließlich Stützpunkte in Russland und Syrien als Operationsbasis für Einsätze der russischen Luftwaffe in Syrien. Angesichts der Tatsache, dass die Flugzeuge nur wenige Stunden zuvor in den Iran verlegt worden waren, warfen US-Offizielle die Frage auf, ob dies wirklich eine strategische Notwendigkeit war oder eine politische Botschaft der russischen Regierung. Russlands Handlungen im Syrien-Konflikt haben Beobachter in den vergangenen Jahren ein ums andere Mal überrascht und vor Rätsel gestellt. Seit Beginn des Konflikts hat Russland gemeinsam mit China vier Resolutionen des Sicherheitsrates der Vereinten Nationen zu Syrien blockiert. Zudem griffen die russischen Streitkräfte am 30. September 2015 auf Seiten der syrischen Regierung direkt in den Kampf ein und starteten einen umfangreichen Militäreinsatz, der entgegen aller anderslautenden Verlautbarungen bis dato andauert. Sowohl Journalisten und Wissenschaftler als auch am Konflikt direkt beteiligte Akteure haben unterschätzt, wie weit Russland bereit ist zu gehen, um das Regime des syrischen Machthabers Baschar al-Assad zu unterstützen und seine Interessen in Syrien zu verteidigen. Wie russische Politiker und Experten seit Jahren immer wieder betonen, geht es dabei um mehr als nur Syrien: Es geht um die Aufrechterhaltung der Ordnung in einem internationalen System, das in Anarchie zu versinken droht, und letzten Endes um Russlands eigene Sicherheit. Da die Theorie des Neorealismus am besten dazu geeignet ist, diesen Aspekt näher zu beleuchten, wird in der vorliegenden Arbeit folgende Frage untersucht: Wie lässt sich Russlands Politik im Syrien-Konflikt aus neorealistischer Sicht erklären?

The concept of R2P has found broad approval in international law doctrine as well as in practice after it was first introduced by the Report of the International Commission on Intervention and State Sovereignty (ICISS) in 2001, and after its affirmation by the UN World Summit in 2005. It is fair to say that international law has been profoundly influenced by this new approach. Nonetheless, many questions in this regard are still open. In this volume international lawyers discuss a series of fundamental aspects of R2P: the historical dimension, the relationship between R2P and general international law and the dynamics surrounding this concept. In particular it is examined in which direction this concept is expected to evolve. One basic theoretical assumption underlying the project is that in the international political system, nations act consistently enough so that their past behavior is a source for the prediction of their present and future actions.
