Excerpt from S. 4 and S. 14, Line-Item Veto: Hearing Before the Committee on Governmental Affairs, United States Senate, One Hundred Fourth Congress, First Session, February 23, 1995 Good Morning. Today we will hear testimony on the line item veto legislation. This legislation is embodied in two Senate bills with differing procedures, S. 4 would provide for enhanced rescission, while S. 14 would set up a procedure for expedited consideration of a proposed rescission. This is a very important issue that President Clinton has repeatedly endorsed. In fact, in our hearing on this issue last month, Dr. Alice Rivlin, Director of the Office of Management and Budget asked that the Congress provide the strongest possible line item veto power to the President. I agree with Dr. Rivlin's statement. Congress Should act to give the President the strongest possible version of the line item veto powers. On February 6, 1995 the House of Representatives did just that. They passed hr. 2 overwhelmingly with a bipartisan vote of 294 to 139. Hr. 2 is almost identical to S. 4 in the Senate.
