Abstract: This study is a policy analysis of the Immigration Reform and Control Act of 1986 (IRCA). The 1986 Immigration Reform and Control Act (IRCA) was the first legislative attempt to comprehensively address the issue of unauthorized immigration. The policy utilized both legalization programs to regularize migrants already in the country and stronger enforcement mechanisms to prevent new entries. The researcher used secondary data to analyze the policy and the impact on the undocumented immigrants and the United States. The analysis includes an overview on the historical perspective on the immigration occurring in the United States. The researcher concluded that the politicians and congress representatives, who developed the policy, were not aware of the long term consequence and the negative impact it had on the United States.
