September 1962 führten linksgerichtete Offiziere in Jemen einen Staatsstreich gegen den Imam Muhammad al-Badr an. Nachdem sich der Imam in den Bergen verschanzt hatte und sich der Konflikt ausweitete, sah Großbritannien seine Kronkolonie Aden im Süden durch die Kämpfe gefährdet. Die Briten wollten dem Imam Unterstützung leisten, aber aufgrund des internationalen Drucks, die Revolutionäre anzuerkennen, ließ sich diese Unterstützung nicht auf offiziellem Wege bewerkstelligen. Bei einem Treffen von Politikern und Militärs schlug der Gründer der britischen Spezialeinheit SAS, David Stirling, einen inoffiziellen Söldner-einsatz vor. Die Erfahrungen, die er aus dem folgenden Feldzug mitbrachte, verleiteten ihn zu der Idee, aus dem Verkauf militärischer Dienstleistungen ein Geschäft zu machen. So wurde 1967 mit „Watchguard“ das erste nachgewiesene private Militär- und Sicherheitsunternehmen gegründet. Welche Kontrollmöglichkeiten gibt es für diese Unternehmen? Handelt es sich bei ihren Angestellten um Söldner, die ohne Grenzen agieren können? Diese Seminararbeit befasst sich mit dem Phänomen der privaten Militär- und Sicherheitsunternehmen sowie deren Regulierung. Einleitend werden zunächst einige Definitionsmöglichkeiten für private Militärdienstleister vorgestellt, bevor im Hauptteil erst die Notwendigkeit einer Kontrolle erläutert und anschließend bestehende Regulierungen und Regulierungs-ansätze sowie ihre Wirksamkeit – auch anhand des Beispiels der USA – diskutiert werden. ...

This important new book deals with the changing nature of war in the post-Cold War era and the emergence of new forms of warfare in which warlords, mercenaries and terrorists play an increasingly important role. In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. This volume examines the relationship between privacy, surveillance and security, and the alleged privacy–security trade-off, focusing on the citizen’s perspective. Recent revelations of mass surveillance programmes clearly demonstrate the ever-increasing capabilities of surveillance technologies. The lack of serious reactions to these activities shows that the political will to implement them appears to be an unbroken trend. The resulting move into a surveillance society is, however, contested for many reasons. Are the resulting infringements of privacy and other human rights compatible with democratic societies? Is security necessarily depending on surveillance? Are there alternative ways to frame security? Is it possible to gain in security by giving up civil liberties, or is it even necessary to do so, and do citizens adopt this trade-off? This volume contributes to a better and deeper understanding of the relation between privacy, surveillance and security, comprising in-depth investigations and studies of the common narrative that more security can only come at the expense of sacrifice of privacy. The book combines theoretical research with a wide range of empirical studies focusing on the citizen’s perspective. The application of probability and statistics to an ever-widening number of life-decisions serves to reproduce, reinforce, and widen disparities in the quality of life that different groups of people can enjoy. As a critical technology assessment, the ways in which bad luck early in life increase the probability that hardship and loss will accumulate across the life course are illustrated. Analysis shows the ways in which individual decisions, informed by statistical models, shape the opportunities people face in both market and non-market environments. Ultimately, this book challenges the actuarial logic and instrumental rationalism that drives public policy and emphasizes the role that the mass media play in justifying its expanded use. Although its arguments and examples take as their primary emphasis the ways in which these decision systems affect the life chances of African-Americans, the findings are also applicable to a broad range of groups burdened by discrimination.

In post-industrial societies more and more people earn an income in creative knowledge work, a highly flexible labour market segment that demands a geographically mobile workforce. Creative knowledge work is based on an understanding of language, culture and symbolic meanings. This can best be obtained through local and national embeddedness. Yet, this necessity for embeddedness stands in contrast to the demand in geographical mobility. How is this contradiction solved by individuals? What new forms of place attachment does this bring about? This book introduces a showcase of 25 multilocal creative knowledge workers, who live in different countries at the same time. It investigates how continuous mobility becomes part of their lifeworld, and how it changes their feelings of belonging and practices of place attachment. Applying an innovative methodological mix of social phenomenology, hermeneutics and mental mapping, this book takes a detailed look at biographies and the role of places in mobile lifeworlds. Plug&Play Places brings forth the idea that places have to be understood as individual items, which are configured and then plugged into the ‘system’ of the own lifeworld. They can be ‘played’ without great effort once an individual needs to make use of them. This new type of place attachment is a form of subjective standardization of place, which complements the well-known models of objective standardization of places. Plug&Play Places is relevant for scientists who deal with mobility and its impact on individual lifeworlds, with transnational multilocality and with flexibilized labour markets. Furthermore, the book provides a detailed qualitative perspective which can enrich the explanations of quantitative research in the same field. It is an interesting reading also for practitioners engaged in urban planning, housing and real estate development. Robert Nadler holds a doctoral degree in Urban and Local European Studies from the University of Milan-Bicocca. He is a researcher at the Leibniz Institute for Regional Geography and published on creative industries, multilocality and labour mobility.
