Raumplanung, Note: keine Benotung, Technische Universität Hamburg-Harburg, Veranstaltung: Siedlungs- und Infrastrukturplanung in anderen gesellschaftlichen Kontexten, 12 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: Die Hausarbeit, welche im Rahmen der Vorlesung „Siedlungs -und Infrastrukturplanung im internationalen Kontext“ im SoSe 2003 entstanden ist, hat Sáo Paulo und die entstehenden Probleme in solchen Ballungsräumen zum Gegenstand. Die Megastädte in den Drittweltländern sind von einer verwirrenden Entwicklung in ihren Wachstumsregionen am Stadtrand geprägt. Dazu kommt es, weil einerseits ein fehlender Wille in der Politik sowie eine fehlende Kapazität in der Planung und Umsetzung vorhanden ist, um die unter chaotischen Zuständen frei wachsenden Stadtrandsiedlungen sozial, sowie auch durch Infrastruktur in die vorhandenen Strukturen der Großstädte einzubinden. Hinsichtlich des schnellen Wachstums der Stadtbevölkerung in den Entwicklungsländern und der einhergehenden sozio-ökologischen Verarmung der Wachstumsregionen an den Stadträndern sind die Fragen nach den Optionen von Planungskontrolle solcher Entwicklungen äußerst heikel. Um die Entwicklungen und Vorgänge des Fallbeispiels Sáo Paulo besser nachvollziehen zu können, erfolgt im 1. Kapitel eine Einleitung in das Thema der Probleme der Stadtplanung in den Großstädten von Entwicklungsländern. Im zweiten Kapitel werden die vorgestellten Entwicklungen in Sáo Paulo durch einen historischen Abriß veranschaulicht. Um die Stadtplanung, den Verkehr sowie die Umweltprobleme der Stadt geht es im dritten Kapitel. Das vierte Kapitel beschäftigt sich mit den verschiedenen Seiten der Segregation in Sáo Paulo, der Entstehung von Favelas, sowie von hochgesicherten Luxuswohngegenden.

As urbanization continues, and even accelerates, scientists estimate that by 2015 the world will have up to 60 ‘megacities’ – urban areas with more than five million inhabitants. With the irresistible economic attractions of urban centers, particularly in developing countries, making the influx of citizens unstoppable, many of humankind’s coming social, economic and political dramas will be played out in megacities. This book shows how geographers and Earth scientists are contributing to a better understanding of megacities. The contributors analyze the impact of socio-economic and political activities on environmental change and vice versa, and identify solutions to the worst problems. They propose ways of improving the management of megacities and achieving a greater degree of sustainability in their development. The world today is far less a global village than a “global city”, as global network of multidimensional urban spaces of congestion prominently forming – and also formed by – globalization. But the relevance of cities is nothing but new. They were essential for culture and civilization worldwide, they allowed a centralization of power and knowledge and they were crucial for the division of labor and for the organization of mass demand. Further, as places of intense and continuous interactions, cities are the locations par excellence for global history to take place. Thus, there is a need to study the history of cities in connection with the history of globalization from this perspective. This book is dedicated to contribute to the still underdeveloped but growing literature connecting the history of cities worldwide and their relation to global processes. The authors do so from various disciplinary backgrounds and by referring to different times and places. We visit ancient Alexandria, nineteenth century Zanzibar, and modern-day São Paolo, among others, and we view these cities not only in their globality, but also through their heritage, their economic relevance, their architecture, or financial flows connecting them. Sie spielen in den letzten Jahren in der öffentlichen Wahrnehmung eine immer größere Rolle. In letzter Zeit gab es eine Vielzahl von Berichten, sowohl in den Printmedien als auch im Fernsehen über diese mit all ihren Facetten und Problemen. Wie im Titel der Arbeit dargelegt, soll sich diese Arbeit unter anderem damit beschäftigen, ob die allgemeine Verkehrssituation in Städten dieser Größenordnung der Infrastruktur überhaupt gewachsen ist und was die Folgen des hohen Verkehrsaufkommens sind. Der Schwerpunkt der Arbeit soll auf den beiden Megacities Mexico City und Mumbai (ehemals Bombay) liegen. Anhand dieser beiden Städten soll dargelegt werden, wie die aktuelle Verkehrssituation sich darstellt, welche Probleme sich jeweils dieser Situation ergeben, ob die Infrastruktur ausreichend ist, ob es Lösungsansätze gibt und wenn ja, wie diese hinsichtlich der jetzigen Situation zu bewerten sind. [...] Mittlerweile forschen in diesem Gebiet Institutionen wie die die Deutsche Bank oder die Siemens AG (2007, S. 5 ff.) und entwickeln Konzepte und Lösungsstrategien für Megacities. Dies betrifft nicht nur den Lebensbereich Verkehr, eine der sieben Daseinsgrundfunktionen, sondern ebenso andere Infrastrukturbereiche, wie beispielsweise Wasserver- und entsorgung. Gerade im infrastrukturellen Bereich, beispielsweise im Verkehrssektor, existieren Probleme, welche manche Städte beinahe vor den Kollaps stellen. Hier sollen die Probleme und Herausforderungen aufgezeigt werden, sowie hinterfragt werden, ob die Lösungsansätze ausreichend sind, um die aktuelle Situation nachhaltig zu verbessern Die beiden Beispielstädte Mexico City und Mumbai besitzen eine Vielzahl an Gemeinsamkeiten, wie etwa die Einwohnerzahl von circa 20 Millionen, und eine enorme räumliche Ausbreitung, was einen Vergleich einfacher gestaltet. Jedoch sind die Voraussetzungen der beiden Städte unterschiedlich. Mexico City ist eine Stadt, in der die Einwohnerzahl seit mehreren Jahren stagniert (vgl. Urban Age, 2006). Ebenso ist die flächenmäßig maximale Ausdehnung des Agglomerationsraumes erreicht. Mumbai auf der anderen Seite ist immer noch eine wachsende Stadt, sowohl bevölkerungs- als auch flächenmäßig. Zwar weisen beide Städte alle Merkmale einer Megacity auf, doch stellt allein dieser Unterschied die Städte vor unterschiedliche Herausforderungen bei der Bewältigung ihrer Probleme.
